France’s position is evolving regarding the trade agreement currently being finalized between the EU and the Mercosur countries. In a meeting with a delegation of farmers, held on the sidelines of the trip of the President of the Republic to Toulouse (Haute-Garonne), Wednesday 12 November, Emmanuel Macron assured them that the agreement “as it currently stands, will receive a firm rejection from France”, reports the Minister of Agriculture, Annie Genevard.
In the absence of a safeguard clause, “mirror measurement” or even “border control”, “France cannot at this stage validate the draft agreement with the Mercosur countries because this draft agreement does not protect the interests of our farmers”said the Minister of Agriculture, reporting to the press the Head of State’s statement in an interview which he also attended.
When asked on Thursday about the possibility of accepting this agreement, which has been widely criticized in France, Emmanuel Macron assured that it was indeed possible “somewhat positive”. “But I remain vigilant because I also defend French interests”said the President of the Republic, speaking on the sidelines of the summit of heads of state before COP30 in Belém.
In February, speaking at the Agricultural Exhibition, Emmanuel Macron condemned this “bad text”, Before estimated, in October, that the agreement was progressingt “the right way”, equipped with measurements “protector”.
Intended to liberalize trade between the European Union and Latin American countries, including giants Brazil and Argentina, the Mercosur agreement was signed at the end of 2024. Adopted on September 3, 2025 by the European Commission, the text still needs to be approved by the 27 member states before it comes into force.
