Rome, November 12 (Adnkronos Health) – “The invitation to the 57th Sumai national congress offers the opportunity to give testimony, as president of the Conference of Regions and Autonomous Provinces, the attention of the Regional system to the issues that have been central to the work of the last period, with special reference obviously to the Pnnr and with it to the topic of local medicine and the new role of outpatient specialists”. That was Massimiliano Fedriga, president of the Conference of Autonomous Regions and Provinces, in a video message sent to the 57th National Congress of Sumai-Assoprof, the association of outpatient specialists, from November 9 to 13 in Rome.
In fact, it is more important than ever to complete the implementation of the measures envisaged by Mission 6 Pnrr to provide answers to the citizens of the region, starting from the patient’s home – added Fedriga – I remember the important objectives achieved with decision 77 of 23 May 22, according to which steps were taken to determine the organizational, qualitative and technological standards of territorial assistance implemented by the Region with great commitment, despite the undeniable difficulties associated with the lack of a central function in this context. entrusted to outpatient specialists, who are called upon to provide specialized diagnosis and treatment to patients suffering from a wide range of conditions, ensuring access to high-quality specialist care in a timely and effective manner.”
It is clear that in order to respond to the challenges that the health system must face, a strategic and integrated approach is needed that aims to outline an organizational planning model for territorial assistance – he highlighted – Planning, needs and planning are therefore fundamental levers for building a more effective, fair and sustainable health system that takes into account the needs of citizens, financial sustainability and quality of services. In this regard, last September 9 the Regional Conference approved guidelines for hourly activities to be carried out by doctors in the unique role of primary care assistance in community homes in the implementation of Ministerial Decree 77 and CN 1921 of April 4, 24. The aim of this document is to outline the first operational indications for the definition of activities and hourly ratios requested by doctors with a single role in primary care within hub and spoke community homes, recognized by the Regions to support the entire reference population envisaged by the new territorial model of care”.
Community homes “become a point of reference for local assistance – explains Fedriga – In them the principle of close health care is applied, with particular attention to the care of people with chronic pathologies, frailty and complex socio-health needs. Doctors with a single role embedded in multi-professional teams share information and treatment plans through interoperable tools such as electronic health records and telemedicine platforms. The aim is to overcome the fragmentation between different health care settings, guaranteeing continuity, timeliness and proactive management. It is also necessary to invest in improvement of the health profession and increasing the attractiveness and management of workload so that medical figures increasingly take a central role in the region as a point of reference for society. Therefore, on 17 April last, the Conference approved and sent to the Government an analysis document and proposals regarding NHS personnel, in the hope that this could become the basis for a joint national strategy.”
“This document, which aims to stimulate constructive institutional discussions and to encourage regulatory, organizational and contractual measures consistent with the real needs of the system – he continued – proposes an up-to-date analysis of key critical issues and a complex set of strategic proposals for operational reforms and interventions. This is undoubtedly a significant step towards strengthening the NHS and optimizing specialist health services in Italy. We are working towards a new round of contracts, starting in 2022 to 2024”.
“As is known, we have approved the directive measures inherent in the national collective agreement for the regulation of relations with general practitioners, free-choice pediatricians and outpatient specialist doctors, veterinarians and other health professions. Therefore, we believe, – concluded Fedriga, – there is a condition that negotiations with trade union organizations can immediately lead to the signing of an agreement for the three-year period 2022-2024, postponing to the next contract round 2025-2027 the most complex issues”.
