The EU’s initial green light is in progress to end customs exemptions on small packages originating from outside Europe. Italy has been pressing for the policy for some time and tomorrow 27 Economy Ministers, meeting at Ecofin, should give the political green light to the removal of the exemption with the aim of curbing the flood of low-value shipments, which often come from large Chinese e-commerce platforms.
This step has been supported by our country for some time, and Minister Giancarlo Giorgetti was among the first to talk about this and has repeatedly pushed for this in various bilateral negotiations. “We need strong and fast European legislation – ministers also said today – to stem the extra-European aggression that attacks our markets with low-cost products and without respect for regulations. The hope is that tomorrow ministers will find an agreement not only to approve the directive but also to bring forward its implementation to early 2026.”
France also plans to bring forward the policy, currently planned to be implemented in 2028, with the aim of using it for its own financial maneuvers. And this type of option at EU level – also pushed by Mimit – could be useful for freeing up resources also in Italy with possible consequences also on the budget law with the hypothesis of not an environmental tax but an environmental tax of 2 euros for packages under two kg.
