Les Petits Matins), published this Thursday, November 13, two renowned constitutionalists Denis Baranger and Olivier Beaud dissect Emmanuel Macron’s institutional practices during his two mandates.

From the democratic illusions of a “Great Debate”, on the fringes of the Yellow Vests, to presidentialist deviations during the Covid crisis or during some “Defense Councils” with unclear boundaries; without forgetting, of course, the decision to dissolve the Assembly on the evening of 9 June 2024 while refusing to take responsibility for its failures and any political responsibility, the Head of State would, according to both authors, cause profound upheaval…
