Days before the imposition of American sanctions on Russian oil companies Lukoil and Rosneft, pressure is mounting in central and eastern Europe to avoid fuel shortages at gas stations. The American government announced on October 22 that it would ban all transactions with “the two largest oil companies funding the Kremlin war machine”according to Finance Minister Scott Bessent.
The first major package of sanctions against Moscow adopted by Donald Trump since his return to the White House will severely impact many former communist countries in Europe that are still dependent on Russian oil or still have Lukoil or Rosneft refineries on their territory. Since the start of the war in Ukraine, the European Union (EU) has definitely decided to ban Russian oil imports, but several countries in the region have managed to get a delay. Meanwhile, refining activities were never targeted and Lukoil still manages hundreds of petrol stations across Europe.
