who is this for and when?

The perspective for civil servants is almost unique. You will be able to sign a third employment contract, with consequent increases, in three years. After the blockade of the last decade, which lasted almost fifteen years, this was no small thing. Public Administration Minister Zangrillo has signed a “master instruction” providing almost 10 billion euros for this round of contracts. Let’s start with the central functions, the sector that will be the first to see the start of contract negotiations covering the three-year period from 2025 to 2027. Aran, the agency that handles public employment reform for the government, will convene a ministerial union in early December. The new agreement is worth a monthly gross increase of 158 euros. Then, immediately after, negotiations on the extension of the Health Services contract should also begin in January (we just have to wait for direction from the Region).

In this case the expected increase is 184 euros gross per month. Next it is up to local governments and schools: for these two sectors a hypothetical extension agreement has just been signed regarding the previous three year period, namely 2022-2024, which is now just waiting for the green light from the General Accounting Office and the Court of Auditors. Last Friday the Aran Steering and Control Board approved the assessment of trade union representation for the three-year period 2025-2027, related to the sectors and areas of management identified in the framework of the national collective agreement signed last October 28. «With the verification of representation we have all the elements to start the contract round regarding the three-year period 2025-2027», Aran president Antonio Naddeo announced. The first negotiations will begin in December and will be carried out on central functions, for which policy documents have already been prepared.

RESOURCE

Thanks to the resources provided by the government, the new contracts for central functions will specify, in greater detail, average monthly increases of 52 euros gross in 2025, 105 euros in 2026 and 158 euros in 2027. These increases of 158 euros, coupled with 165 euros more in pay slips thanks to the 2022-2024 contract, will result in higher salary increases in six years than the average in 320 euros. The 2019-2022 Central Functions Sector Agreement signed four years ago, when Renato Brunetta was still sitting at Palazzo Vidoni, even guarantees an increase of up to 177 euros. In short, overall, according to Aran’s estimates, the increase in ministry staff (which also received additional funding for additional salaries and administrative allowances) will be in line with the inflation of recent years, thereby ensuring the restoration of public workers’ purchasing power as requested by the unions. In the Health sector, the renewal of collective bargaining agreements for the old three-year period and the current period amounts to an overall increase of 356 euros gross per month (172 euros for 2022-2024 and 184 euros for 2025-2027). However, for municipal employees, there are sufficient resources to guarantee an average salary increase of 150 euros per month in 2027. This amount, if added to the 140 euros in 2022-2024, amounts to 290 euros.

TEACHERS

The new contract for the Education and Research sector will specify an increase of between 104 and 229 euros gross per month for thirteen months per year. In detail, the regional government contracts that will be negotiated starting next year promise an increase of 45 euros gross for thirteen months starting January 1 2025, to 92.2 starting January 1 2026, then increasing to 142.2 starting January 1 2027 and finally reaching 150 euros starting December 31 2027. For Education and Research it is around 104 euros more per month for Ata staff in the school sector, to 142.80 euros more for school teachers, up to 229 euros more for researchers. Thanks to the two updates, school teachers will receive a total gross increase of 293 euros per month for 6 years, Aran calculated. Renewing existing contracts is also a priority for the union. It remains to be seen how CGIL will position itself at the next table, which rejected all extensions for 2022-2024 as it considered the government’s proposed increases to be insufficient. In recent days, CGIL has also opposed the renewal of local managers’ contracts, which affects 13 thousand workers and would add 444 euros per month to the salaries of municipal and regional employees. The health management area has 137 thousand medical, health, veterinary and health professional managers. Their contracts could be renewed as early as tomorrow afternoon.
