The US administration led by Donald Trump has been quietly working with Russia to develop a new plan to end the war in Ukraine. US site Axios reported this, citing anonymous US and Russian sources. The plan – according to US media reports – consists of 28 points and is inspired by a 20-point ceasefire plan in Gaza, agreed last month by Israel and Hamas.

The initiative builds on talks Trump and Vladimir Putin held in Alaska in August, with the goal of creating a framework that improves US-Russia relations and addresses Russia’s security concerns. The draft is being developed. US officials are drafting written proposals to consider before the next meeting between Trump and Putin. A planned summit in Budapest is currently postponed. Trump’s Middle East envoy, Steve Witkoff, is working closely with Russian envoy Kirill Dmitriev, who is heavily involved in Ukraine diplomacy. Dmitriev recently spent three days in Miami with Witkoff and said Russia believes its position was “really heard.” Russia believes its increasingly strong battlefield position provides additional leverage in negotiations. Witkoff was supposed to meet Ukrainian President Volodymyr Zelenskyy, but the trip was postponed. But he discussed the plan with Ukraine’s national security adviser Rustem Umerov. Ukrainian officials confirmed they were aware of developments on the proposal.
Kiev’s renunciation of territory and reduction of the army
The United States has signaled to President Volodymyr Zelenskiy that Ukraine should accept a plan drawn up by Washington to end the war with Russia, which includes surrendering territory and weapons by Kiev. Reuters wrote about this on its website, citing two sources familiar with the matter, who said the proposal includes, among other things, reducing the size of Ukraine’s armed forces. Washington wants Kiev to accept the main points of the plan, the source added.
The Kremlin’s answer
Russian President Dmitry Peskov’s spokesman stated that “there is no news» in negotiations with the US over Ukraine, after Axios reported a peace plan was being discussed between Washington and Moscow. This was reported by the Interfax agency. “No, at the moment there is no news regarding this case that we can inform you about,” Peskov answered a question on the matter. Peskov, quoted by Tass, recalled discussions about Ukraine at an August 15 summit in Alaska between Presidents Vladimir Putin and Donald Trump. “There have been discussions in Anchorage, and beyond what was discussed in Anchorage, there is nothing new»he added.
“US ready to recognize Russia’s Crimea and Donbass”
Under the US peace plan for Ukraine, the United States and other countries will recognize Crimea and Donbass as legitimate Russian territory, but Ukraine is not obliged to do so. Axios wrote it. A Ukrainian official said the plan also includes limiting the size of Ukraine’s military and its long-range weapons in exchange for US security guarantees.
