According to Parisianthis 27 page manual, is named Everyone is responsible and inspired by Swedish and Finnish booklets, should prepare public opinion to face any emergency situation.
“Adapted to our needs”, according to government sources, this report explores cases of major crises, both natural (floods, fires, earthquakes, etc.), health (pandemic), energy, commercial, industrial, all without ruling out the hypothesis of armed conflict. It is divided into three chapters: “Well prepared”, “Well protected”, “All committed”.
French citizens, according to the manual, should prepare a survival kit that, in an emergency, can last for seventy-two hours in harsh conditions. It should contain a flashlight, battery-powered radio, important administrative documents, warm clothes, drinking water, rescue blankets, etc.

The booklet also recommends certain attitudes to be taken: stay sheltered, do not take the car or go to the parking lot in case of flooding, stay inside the building, turn off ventilation and take iodine according to the instructions of the prefect in case of a nuclear accident… If a serious event occurs, an audio signal, three sequences lasting one minute and forty-one seconds separated by five seconds of silence, will sound, and a notification will be sent to the smartphone.
