This is the first time Trump has said he is willing to offer this.
ARMED ATTACK
The 28-point document presented to Zelensky yesterday by US Army Secretary Dan Driscoll indicated only that “Ukraine will receive reliable security guarantees.” But in parallel, Washington submitted another draft agreement to Kiev. The text states that any future “significant, deliberate and sustained armed attack” by Russia against Ukraine “will be considered an attack that threatens the peace and security of the transatlantic community” and that the US and its allies will respond appropriately, including with military force.

“The United States – we read in the text published by Axios – confirms that a significant, deliberate and prolonged armed attack by the Russian Federation across the agreed ceasefire line on Ukrainian territory will be considered an attack that threatens the peace and security of the transatlantic community. In this regard, the President of the United States, in the exercise of his constitutional authority and after prompt consultation with Ukraine, NATO and its European partners, will determine the steps necessary to restore security. Such actions may include the use of armed force, logistical and intelligence assistance, economic and diplomatic measures, as well as other measures deemed appropriate. A joint assessment mechanism with NATO and Ukraine will assess any alleged violations.” This security guarantee will be valid for 10 years and can be extended based on mutual agreement, wrote Axios. A senior White House official and another source with direct knowledge confirmed the document’s authenticity. The senior official said the proposal needed to be discussed with European partners and could still change. The official said that the Trump administration views the security guarantee proposal as a “major victory” for Zelensky and Ukraine’s long-term security.
