Vladimir Putin sees the 28-point plan presented by the US as a new version of the Alaska talks. He also assessed Ukraine’s reaction.

Vladimir Putin has shown himself open to negotiations on a solution to the Ukraine conflict after laying out a 28-point US plan. The Russian president said the text could be the basis for a peaceful solution. He spoke at a National Security Council meeting and confirmed for the first time that he had the draft.

The Kremlin leader said it was a modern version of an earlier conversation that was also discussed at his meeting with Donald Trump in Anchorage, Alaska in August. The content must now be addressed specifically, he stressed. At the same time, he expressed doubts that Ukraine would respond to the proposal.

Putin said Ukraine rejected the plan. He said his country and its European allies were clinging to the idea that they could inflict a strategic defeat on Russia on the battlefield. According to him, the Europeans did not have sufficient information regarding the situation.

He gave the example of the city of Kupyansk in the Kharkiv region which was allegedly captured by his troops. Ukraine did not confirm this loss. Russia will also achieve its goals militarily, but is ready to negotiate a peaceful solution, Putin said.

According to media reports, the plan presented by Washington is intended to end the war that has been going on since 2022. The plan almost exclusively includes Ukrainian concessions to Russia. This included surrendering territory, withdrawing from eastern Ukraine, troop limitations and the decision not to join NATO. For Ukraine, this is tantamount to surrender.
