Here’s the US-Russia agreement: Ukraine’s future in 28 points

1. Ukraine’s sovereignty will be confirmed.
2. A comprehensive and comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe.
All ambiguities of the last 30 years will be considered resolved.
3. Russia is not expected to attack its neighboring countries and NATO will not expand further.

7. Ukraine agreed to stipulate in its constitution that it would not join NATO, and NATO agreed to include in its constitution a provision prohibiting Ukraine’s future membership.
8. NATO agrees not to deploy troops to Ukraine.
9. European fighter aircraft will be deployed in Poland.
10. United States Guarantee: The United States will receive compensation for the guarantee. If Ukraine invades Russia, the guarantees it has gained will be lost. If Russia invades Ukraine, in addition to a firm coordinated military response, all global sanctions will be reinstated, new territorial recognition and all other benefits of this agreement will be revoked. If Ukraine unnecessarily launches missiles at Moscow or St. Petersburg, security guarantees will be considered null and void.
11. Ukraine has the right to join the EU and will receive short-term preferential access to European markets while this issue is discussed.
12. A strong comprehensive package of measures for Ukraine’s reconstruction, including, but not limited to: a) Creation of a Ukraine Development Fund to invest in fast-growing sectors, including technology, data centers and artificial intelligence.
(b) The United States will work with Ukraine to jointly rehabilitate, develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities. c) Joint efforts to We publish in full the draft 28-point plan “for peace in Ukraine” submitted by the United States to Zelensky. Starting from the territory ceded to Moscow, to security guarantees for Kiev to the agreement to maintain the pact and all its economic impacts, much of it benefits the United States itself.

13. Russia will be reintegrated into the world economy: a. Removal of sanctions will be discussed and agreed on in stages and on a case by case basis. B. The United States will sign a long-term economic cooperation agreement with the goal of joint development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth mining projects in the Arctic, and other mutually beneficial enterprise opportunities. C. Russia will be invited to return to the G8.
14. The frozen funds will be used as follows: $100 billion of frozen Russian assets will be invested in US-led reconstruction and investment efforts in Ukraine.
The United States will receive 50% of the profits from this venture. Europe will add $100 billion to increase the volume of investment available for Ukraine’s reconstruction. Frozen European funds will be released. The remainder of the frozen Russian funds will be invested in separate US-Russian investment facilities that will implement joint projects in specific areas.
This fund aims to strengthen relations and increase mutual interests in order to create strong incentives not to return to conflict.
15. A joint US-Russian Security Working Group will be established to facilitate and ensure implementation of all provisions of this agreement.
16. Russia will implement a non-aggression policy towards Europe and Ukraine in law.
17. The United States and Russia will agree to expand nuclear arms control and nonproliferation agreements, including the New START Treaty.
18. Ukraine agrees to become a non-nuclear weapons state in accordance with the Nuclear Non-Proliferation Treaty.
19. The Zaporizhzhia nuclear power plant will be started under IAEA supervision and the electricity produced will be shared equally between Russia and Ukraine – 50:50.
20. Both countries will implement educational programs in schools and society, aimed at understanding and tolerance of different cultures and the elimination of racism and prejudice: a. Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities. B. Both countries agreed to eliminate all discriminatory acts and guarantee Ukrainian and Russian media and educational rights. C. All Nazi ideology and activities must be rejected and prohibited.
21. Region: a. Crimea, Luhansk and Donetsk will be recognized *de facto* as Russian territory, even by the United States. B. Kherson and Zaporizhzhia will be “frozen” on the front line, which means *de facto* recognition along the line of contact. C. Russia relinquishes other agreed territories that it controls outside of the 5 regions. D. Ukrainian forces will withdraw from the part of Donetsk Oblast they currently control, and this withdrawal zone will be considered a neutral, demilitarized buffer zone, internationally recognized as territory belonging to the Russian Federation. Russian troops will not enter this demilitarized zone.
22. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change the agreement by force. Any security guarantee will not apply in the event of a breach of this commitment.
23. Russia will not hinder Ukraine’s use of the Dnipro River for trade activities, and an agreement will be reached on the free transport of grain across the Black Sea.
24. A humanitarian committee will be established to resolve open issues: a) All remaining prisoners and bodies will be exchanged according to the “all for all” principle. b) All civilian prisoners and hostages will be released, including children.
c) A family reunification program will be implemented. d) Action will be taken to alleviate the suffering of conflict victims.
25. Ukraine will hold elections within 100 days.
26.. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make claims or investigate complaints in the future.
27. This Agreement is legally binding. Its implementation will be monitored and guaranteed by the Peace Council chaired by President Donald J.
Trump. Penalties are estimated for violations.

Once all parties agree to this memorandum, the ceasefire will come into effect as soon as both parties withdraw to the agreed points to begin implementation of the agreement.
