Washington- Total confusion surrounds the explosive 28-point plan to end the Ukraine war. It was initially said that US President Donald Trump was secretly negotiating with Moscow through his special envoy Steve Witkoff (68) – allegedly consulting with Secretary of State Marco Rubio (54) and his son-in-law Jared Kushner (44). Now senators are challenging these statements — and, most importantly, citing conversations with Rubio.
Senator: “Coming from Russia!”
Republican Senator Mike Rounds (71) said at a security forum in Canada: “We didn’t write this plan, we didn’t publish it – it was sent to us and then leaked.”
His colleague Angus King (81) went even further: Rubio described the document as a “Russian wish list”, not a plan WE-Government. According to King, Moscow gave the proposal to Witkoff and the US simply gave it to him Ukraine continued.
Ukrainian newspaper “Independent Kyivwrote: According to US senators, the Secretary of State stated that Russia had submitted the peace plan to Witkoff. The US, in its role as mediator, then forwarded the plan to Ukraine.
Rubio shot back: “Bullshit!”
Secretary of State Marco Rubio strongly disagreed, writing on the X messaging service: “The peace proposal came from us. It is the basis of ongoing talks and is based on Russian and Ukrainian contributions.”
Trump rowed again
The plan demands tough concessions from Ukraine – loss of territory, military cuts, not joining NATO. Trump initially urged Kyiv to agree on Thursday. At the weekend he reversed course: the plan was not his final offer. When asked what would happen if Zelensky refused, Trump replied: “Then he can keep arguing as much as his little heart desires.”
Reaction in Kyiv and Europe: horror! Today (Sunday) Germany is discussingFrance, Great Britain, the European Union and the United States with Ukraine over the plan – the goal: to negotiate what they see as unacceptable concessions to Russia.
