There is still much to be done but there has never been such “major progress” as on the last day. These are busy times Genevabut there is cautious optimism regarding a peace plan in Kiev between America and Ukraine, supported by a 24-point European counter-proposal implemented in black and white to achieve better conditions not only for the country led by Volodymyr Zelensky but also for Europe itself.
The most popular adjective, in a series of several meetings in different formats, was “constructive.” According to Kiev’s chief negotiator Andriy Yermak, the morning’s talks allowed the proposals put forward to end the war to be refined and made more digestible, without completely dismantling Donald Trump’s 28 points. A ceasefire, a front line in the Donbass as a starting point for regional negotiations, excluding the surrender of the entire territory, the absence of a downsizing of the Ukrainian army and the NATO Article 5 model (a state intervenes in case of aggression by an ally) to guarantee Ukraine’s future security are some of the main revisions being examined by the Sherpa delegation. Ultimately, the leaders will decide, while Moscow – the inspiration for Trump’s proposal for many critics – is for now quietly observing negotiations in Switzerland.
At the Intercontinental hotel, a few steps from the American mission in Geneva (and also from the Russian mission, say passers-by with ‘Ukrainian Slavs’ written on their jackets), there is a bustle of diplomats and soldiers. The European side (from the EU Council and Commission, Italy, France, Germany and the UK, as well as NATO) met to coordinate positions in the hall, while the US Secretary of State, Marco Rubio, was already upstairs, closely monitored, along with the US Secretary of the Army, Daniel Driscoll. The two left the hotel in the afternoon. The Ukrainian mission had departed not long before. Everyone headed to the permanent American base in the Swiss city where negotiations became more formal.
“The plan could include important points for us,” Zelensky tweeted after the first report from his right hand (his Defense Minister Denis Shmyhal was also in Geneva), making it clear that he was absolutely confident there would be a “positive result”. However, Trump’s rambling remarks hit the negotiations, once again defining Ukraine as an “ungrateful” country, without ignoring attacks on European countries that, in his opinion, were guilty of buying “more oil from Russia”.
However, the most encouraging news also came from the United States’ openness to strengthening “post-war deterrence”, with America and its allies set to help Ukraine build a security “wall” along the ceasefire line, using advanced technology. This is to reassure Kiev: the region should, in fact, remain under Russian control but be demilitarized.
The meeting was “the most productive and meaningful so far,” Rubio told the press. At his side was Yermak who made a similar point by underlining that “progress has been made towards a just and lasting peace”. Talks on this will continue late into the evening, while Ukraine’s Foreign Minister will provide updates to his European counterparts. And updates are also expected in the evening between the leaders, who discussed Ukraine almost exclusively at the G20 in South Africa and planned an emergency meeting on the sidelines of the EU-Africa summit in Angola. Then on Wednesday the Volenterosi group will also meet again via video conference. To accompany progress between America and Ukraine step by step and guarantee not only Kiev’s security but also Europe’s security, as Rome underlined in a telephone conversation between the foreign ministers.
