Negotiations in Geneva: European countries put forward counter proposals to US plans in Ukraine

Germany, France and Britain have put forward rival proposals during negotiations on the 28-point US peace plan in Ukraine. It contains central points in a much weaker form. According to information from the dpa and Reuters news agencies, the Ukrainian government should not have to cede any territory to Russia that it currently controls itself. Additionally, there is no de facto recognition of Russia’s occupied territories. The plan also calls for limiting the size of the Ukrainian army to 800,000 troops, not 600,000 as the US had planned.

The text of the rumored peace plan for Ukraine was published by the Reuters news agency and in various media. We document the German translation of each point:

1. State sovereignty Ukraine guaranteed.

2. Comprehensive non-aggression agreement between RussiaUkraine and Europe will be finished. All the ambiguities of the last 30 years will be resolved.

(Point 3 of the US plan has been removed. The draft plan obtained by Reuters stated: “Russia is not expected to attack neighboring countries and NATO is not expected to expand further.”)

4. After the signing of the peace treaty, dialogue will be held between Russia and Nato This is done to address all security concerns and create a de-escalating environment that ensures global security and increases opportunities for future connectivity and economic opportunities.

5. Ukraine receives reliable security guarantees.

6. Ukraine’s military should be limited to 800,000 men in peacetime.

7. Ukraine’s accession to NATO depends on NATO member consensus, which does not exist.

8. NATO promises not to station troops under its command permanently in Ukraine in peacetime.

9. European fighter jets stationed in Poland.

10. US guarantees reflecting Article 5 (so-called NATO alliance case, editor’s note)

  • The US received compensation for the guarantee;
  • If Ukraine attacks Russia, the guarantee will disappear;
  • If Russia attacks Ukraine, in addition to a firm coordinated military response, all global sanctions will be reinstated, new territorial recognition and all other benefits of this agreement will be revoked.

11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this application is reviewed.

12. A comprehensive global package of actions to rebuild Ukraine, including but not limited to:

  • Establishment of the Ukrainian Development Fund to invest in fast-growing industries, including technology, data centers and artificial intelligence
  • The United States will work with Ukraine to rebuild, develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.
  • Joint efforts to restore war-affected areas, rebuild and modernize cities and residential areas
  • Infrastructure development
  • Extraction of minerals and natural resources
  • The World Bank will develop a special financing package to accelerate these efforts.

13. Russia will be reintegrated into the global economy:

  • The lifting of sanctions will be discussed and agreed on in stages and on a case by case basis.
  • The United States will sign a long-term economic cooperation agreement to advance joint development in the fields of energy, natural resources, infrastructure, AI, data centers, rare earths, joint projects in the Arctic, and various other mutually beneficial business opportunities.
  • Russia must be readmitted to the G8.

14. Ukraine will be fully rebuilt and financially compensated, including through Russian state assets, which will remain frozen until Russia pays reparations to Ukraine.

15. A joint security task force will be established with the participation of United States of AmericaUkraine, Russia and European countries to promote and enforce all provisions of this Agreement.

16. Russia will maintain its non-aggression policy Europe and Ukraine should be enshrined in law.

17. The United States and Russia agreed to expand nuclear nonproliferation and control agreements, including the Fair Start Agreement.

18. Ukraine agrees to remain a nuclear weapons-free country under the Nuclear Non-Proliferation Treaty.

19. The Zaporizhzhia nuclear power plant will be put back into operation under the supervision of the IAEA (International Atomic Energy Agency, ed.), and the electricity produced will be distributed evenly 50:50 between Russia and Ukraine.

20. Ukraine will adopt European Union regulations on religious tolerance and the protection of linguistic minorities.

21. Territory

Ukraine promises not to retake its occupied territories by military means. Negotiations regarding territorial exchange will start from the contact line.

22. Once a future territorial agreement is reached, both the Russian Federation and Ukraine undertake not to change this agreement by force. Any breach of this obligation will void all security guarantees.

23. Russia should not hinder Ukraine’s use of Dnipro for commercial purposes and arrangements will be made to allow grain shipments to pass freely through the Black Sea.

24. A humanitarian committee will be established to resolve outstanding issues:

  • All remaining prisoners and bodies will be exchanged on an “all for all” basis.
  • All civilian prisoners and hostages, including children, will be returned.
  • There will be a family reunification program.
  • Preventive measures are taken to alleviate the suffering of conflict victims.

25. Ukraine will hold elections as soon as possible after signing the peace agreement.

26. Arrangements will be made to alleviate the suffering of conflict victims.

27. This Agreement is legally binding. Its implementation will be monitored and guaranteed by the Peace Council chaired by President Donald J. Trump. Sanctions are imposed for violations.

28. Once all parties have agreed to this Memorandum, the ceasefire will take effect immediately after both parties have withdrawn to the agreed point to begin implementing the Agreement. Ceasefire modalities, including monitoring, will be agreed by both sides under US supervision.
