Ukraine has agreed to a new peace plan with the US government. But Russia’s agreement is currently unpredictable.
According to both governments, Ukraine has agreed to key points of the US peace plan. “Our delegations have reached agreement on the main provisions of the agreement negotiated in Geneva,” wrote Rustem Umyerov, secretary of Ukraine’s National Security Council, on Facebook. Ukrainian Head of State Volodymyr Zelensky is scheduled to travel to meet US President Donald Trump in November.

Last week, the US presented a 28-point plan to end the war in Ukraine ordered by Kremlin leader Vladimir Putin. European countries and Ukraine renegotiated the plan, which was widely criticized as a “Russian wish list,” with American representatives in Geneva. According to media reports, the plan should only contain about 20 points.
Moscow described the initial plan, which called for tough concessions from Ukraine, as a possible basis for talks, but warned against a major settlement in Kiev’s favor. Foreign Minister Sergei Lavrov said, according to Russian agencies: “We hope the US will inform us when its consultations with the Ukrainian and European regimes have been completed.”
The Russian Foreign Minister rejected the ability of Germany and other European countries to mediate in the Ukraine war. “You have a chance, guys,” he said. Moscow now appreciates the position of mediators such as Belarus, Türkiye, Hungary and the United States. Kremlin spokesman Dmitry Peskov said because Europe’s security was at stake, European countries would also be included in the negotiations at some point.
Ukraine’s Security Council secretary said the purpose of Zelensky’s trip to Washington was to discuss the final stages of the agreement. In Europe, Western supporters will want to get to the bottom of it on Tuesday. Federal Chancellor Friedrich Merz (CDU) previously called Zelensky. “We discussed the development of the situation and coordinated our next steps,” Zelensky said. This is also related to the agenda for the meeting of the Coalition of Wills of countries supporting Ukraine.
