Rather than a traditional budget marathon, this is a real table tennis match that lawmakers are offering to watch on the Social Security budget. The “Secu” financing bill (PLFSS) was voted on Wednesday, November 26 by the Senate. A meeting of deputies and senators in the joint committee (CMP) then failed to reach an agreement. The bill will return to the National Assembly on Saturday in committee, then on Tuesday in the hemicycle.

Les Décoders summarizes the status of the eight main measures discussed as part of this budget. If this can affect your daily life from 1uh January 2026, no decision yet, parliamentary process must continue in the coming hours and days.

Where does PLFSS stand in its parliamentary journey?

Government proposed a draft budget for “Secu” on October 13 that included, as usual, two components: revenues and expenses.

National Assembly adopted on November 8 a revenue version of the PLFSS, very different from the government’s version. He started checking the spending section without completing it, and therefore without being validated through global voting.

Senate modified the Assembly’s copy, to put to a vote on November 26 an amended version of the PLFSS.

Joint joint commission (consisting of seven deputies and seven senators) had to meet on the evening of November 26 to find a compromise text between the two chambers.

Depending on the outcome, there may be one or two more readings by Parliament.
