This false tension did not last long: on Wednesday, November 26, senators and deputies immediately noted their differences of opinion on the Social Security budget, and sent the government’s text back to the National Assembly ahead of a crucial week for the chamber’s future.

There is no compromise version of this bill, which is one of two budgets currently under consideration in Parliament, given the orthogonal positions of the Senate and Assembly regarding the suspension of pension reform or the freezing of the social minimum and pensions.

Hours after the Senate adopted its own copy, seven deputies and seven senators recorded their disagreements in forty minutes. For the government, Amélie de Montchalin (Public Accounts) took “act” the failure of this combined joint commission (CMP), in the belief that it was possible “find a deal” in continuation of the parliamentary shuttle.

Difficult for the general public to follow, especially as the subject of negotiations increasingly concerns the State budget and Social Security, the debate will enter a crucial week.

The senators’ version of the Social Security budget will be rewritten in the Assembly, on Saturday in committee and specifically starting Tuesday in the hemicycle, during the decisive week (debate is scheduled until December 7).

“Before December 2, we still need to have a global vision of the starting point to be achieved”exclaimed Jérôme Guedj, PS deputy. “This is the right moment, we need to talk to each other, including between groups in parliament,” he added.

To have a chance, the copy would have to be acceptable to the socialists, who are betting on non-censorship from Sébastien Lecornu’s government, especially in exchange for a “suspension” pension reform.
