First, almost five years ago, during the time of former Governor Vincenzo De Luca the mayor of the day had to make it count – and what mattered was the clash Luigi de Magistris. It is said that the former PM had a bad temper, was a revolutionary. Napoli – in the end – ran out of funds from the Santa Lucia Institution. In short, there is no dialogue and synergy institutional.

After De Magistris the same fate befell Gaetano Manfredi: namely from October 2021 to November 23 this year. He also – who certainly had neither a reputation as a hothead nor a reputation as a revolutionary – had to clash with De Luca.

Vincenzo De Luca: «I, outside the Council to give space to others, will I be mayor of Salerno? It could be”

Every day and especially with Napoli always with empty coffers: funds are “due” and nothing more is coming from the Territory. The distance between the former mayor of Salerno and the Neapolitan tricolor band does not appear to be only political. As a result, De Luca’s relationship with the first citizens of Naples was never calm. This scenario without dialogue will not help the growth of the Campania region, not only in the capital. As underlined in the Il Mattino editorial written by Gerardo Ausiello.

What will happen now between Roberto Fico and Manfredi? “The mayor will be at the center of my project,” Fico said once he was elected. And Manfredi immediately reiterated that «with Roberto the synergies will be strong in the metropolitan area, in Naples which will again be the center and in Campania». The feelings between Manfredi and Fico are there and there also seems to be collaboration. So much so that Manfredi submitted a new “Napoli Agenda” long before Fico’s election.

There are many files: the San Carlo is between a halving of funding and a political rebalancing on the Steering Committee, with Manfredi in the minority as the Region votes with Government-appointed members for new Superintendent Fulvio Adamo Macciardi. Euro 2032 matters, with Maradona needing to rebuild and the City asking for 200 million to do so. Which De Luca didn’t even consider. The money has been channeled to Salerno to repeat Arechi, which is now competing with Napoli to host the European football event. The “lighthouse”, two towers more than a hundred meters high De Luca, had he remained in the saddle, was desired as a Provincial headquarters in the center of Piazza Garibaldi but instead was blocked by Manfredi. However, the 700 million project is in the area and Fico must evaluate it. And again the America’s Cup. The Government wanted in Naples, but did not include the Region in the Management Committee. And De Luca reacted by sending an “opinion” to Anac stating that “the tender setting criteria were not transparent”. Marine infrastructure and resources, here too, Regions and Municipalities do not work synergistically, on the contrary. The list is long. To evaluate it, Manfredi and Fico had to do a lot of talking to find the right square of the circle. Heavy topics among which the political aspect must be included above all else. In fact, Manfredi will reshuffle his council by waiting and seeing which regional executive Fico will form.

Campania Regional, Luca Trapanese elected with almost 13 thousand votes: «Thanks to everyone»

Naples – as the mayor often reminds us – represents 60% of Campania in terms of population and so on. And Campania and Naples need to dialogue for the common good, this is the case made at the Palazzo San Giacomo. Infrastructure issues impact the planet, transportation “is a primary need”. Naples is the capital and needs to have more funds to operate the subway and employ the people who have to drive it. The transportation implementing agency is Anm. Metro line 1 and cable car carry 130 thousand passengers daily; Anm for road transport moves 120 thousand users every day. The total is 250 thousand people. Naples, as seen from Palazzo San Giacomo’s budget, absorbs around 40% of its transportation needs The region finances about 10% of regional resources with 71.6 million. 193 million, 27% of resources, goes to EAV – namely Cumana and Circumvesuviana which handle 100 thousand passengers daily. And then the roads: in the Agenda Manfredi stipulates that a “massive intervention plan” is needed for Naples and its metropolitan area: more than 3 million inhabitants, half of Campania, in less than 9% of its territory. There are 1,200 km of roads, of which 270 are main roads. And it takes tens of millions to maintain it. The Municipality invested 41 million to redo only 48 kilometers. «For priority road works, cobblestones in historic areas or asphalt if permitted by the Supervisor, it is estimated that 200 million will be needed».
