In Italy, almost half of the water injected into the network is wasted (42.4%), artificial land cover stands at 7.1% and the share of renewable energy in the national mix remains stable at around 20%, with greenhouse gas emissions only slightly reduced. The environmental dimension of sustainable development was at the center of today’s meeting organized by ASviS “Biodiversity at work: implementation of the EU Law on nature restoration and security deposits (DRS).

“The adopted strategy does not address environmental challenges. We need a leap in the quality of governance, coherence between sectoral policies and financial choices”, explains the scientific director of the Italian Alliance for Sustainable Development (ASviS), Enrico Giovannini. “It is important – emphasized Giovannini – that the Government establish an integrated plan for the protection and restoration of nature, linking international commitments, recommendations from the Natural Capital Committee and budget planning, to prevent the protection of biodiversity from being just a statement of principle”.

In an international context, the Report confirms the inadequate global progress in achieving the Goals of the 2030 Agenda. For Italy, ASviS said, the picture is even more critical. The National Integrated Climate Energy Plan (PNIEC) does not allow achieving the emission reduction goal (-49% by 2030 instead of -55%) and the failure to implement the National Plan for Adaptation to Climate Change (PNACC) leaves the country impacted by the climate crisis. In addition, the European Delegation Act of 2024 provides for the adoption, within six months, of the decision to implement the Nature Restoration Act, but without providing adequate financial resources. Priority actions proposed by the Alliance include: adopting national climate legislation that coordinates mitigation, adaptation and technological innovation interventions; strengthening participatory governance and policy impact assessment; review the PNIEC to align it with European targets and make it possible, thanks to the development of renewable energies, to reduce energy costs; implement the Nature Restoration Law, establish a National Restoration Plan with adequate resources; introducing a security deposit scheme (DRS) for single-use drinks containers, to reduce waste and encourage quality recycling.
