Between exhaustion and resignations, deputies are wondering about the state of the budget debate

It’s been more than twenty days since Tristan Lahais emptied his trash can. “Since the start of the budget, this is the first day I have spent at home”confided in the representative of (Génération.s) Ille-et-Vilaine by telephone, Thursday 6 November. He took the opportunity to launch the machine and greet some friends, before leaving the next day for Paris and sitting all weekend in the National Assembly. The rest are short-lived. And even if many lawmakers like him do not want to feel sorry for themselves in the midst of a “budget marathon”, most are still wondering about the proper construction of such an important text in such intense conditions.

It has been three weeks since discussions on the 2026 Finance Bill (PLF) began in the Assembly Finance Committee, before proceeding to a public session, just like Social Security (PLFSS). Debates move slowly but the pace of work is maintained, with sessions often running from 9am to midnight, including at weekends.

The government has no longer used article 49.3 of the Constitution to approve its budget, the involvement of deputies in the Hemicycle is greater, with strong mobilization from all sides. “This situation is truly unprecedented. So, we continue to learn how to make the Assembly function without a majority and without 49.3”said the socialist deputy president, Boris Vallaud. Others, such as Jean-Philippe Tanguy (National Rally, RN; Somme), believe that this Assembly is not at all “not made to be a budget”.
