Europe disagrees with US peace plan for Ukraine. Kyiv also wants change. Washington has now signaled its willingness to negotiate.

According to US President Donald Trump, the US peace plan to end the war in Ukraine is not the final offer. The Republican answered no to a journalist’s question in Washington before adding: “We’re trying to end this one way or another.”

It wasn’t until Friday that Republicans stepped up pressure on Ukraine and asked the country to approve the project by next Thursday. Ukrainian President Volodymyr Zelensky announced that he would present an “alternative” to the 28-point plan. According to the Washington Post newspaper, the US attributed the ultimatum to a threat. If a country invaded by Russia rejects the peace plan, it would lose US support, the newspaper reported, citing several people familiar with the matter.

Germany and Ukraine’s other allies reject the current US plan. The draft is the basis for further efforts that need to be made, they explained in a statement after a crisis meeting on the sidelines of the G20 summit in Johannesburg. After the meeting, which was also attended by Japan, Canada and Australia, Chancellor Friedrich Merz said on behalf of European countries: “The war cannot be ended by great powers led by the countries involved.” The war can only end if Ukraine fully agrees.

US Vice President JD Vance accused critics of the US plan of misunderstanding the true situation in the war. About Peace will not be achieved “by failed diplomats or politicians living in a fantasy world.”

European countries will make their first attempt to contribute on Sunday in Geneva. Representatives from Germany, France and Britain as well as the EU will then talk to America and Ukraine about the plans. The meeting will take place at the level of advisers to heads of state and government. Secretary of State Marco Rubio, who also currently serves as President Donald Trump’s security policy adviser, is expected to come from the US. However, there has been no official confirmation regarding this.

According to information from Germany, Europe has sent a letter to the United States containing proposed changes to the peace plan. Details are unknown. The goal of Ukraine’s allies is to negotiate what they see as unacceptable concessions by Russia from America’s 28-point plan. The US proposal, for example, stipulates that Ukraine also cede territory it previously defended to Russia, limit its military capabilities, and that NATO express opposition to any expansion.
