Framework agreement signed between Congo and M23, substantive negotiations continue


A framework agreement was signed in Doha between the Congolese government and the M23 armed group, under Qatari mediation. This text, which centers on a ceasefire and prisoner exchange, marks a step towards peace that has been awaited for more than three years. But on the ground, tensions are still high.
