In Hauts-de-France, the first emergency concerns natural resources. Therefore, the Regional Economic, Social and Environmental Council (CESER) calls for land restoration to increase its carbon storage capacity, water infiltration and productivity, expansion of biological carbon sinks (forests, grasslands, wetlands) and increased revegetation in rural and urban areas to limit the impact of heat waves.

In regions where peatlands and wetlands are a major ecological heritage, maintaining natural wells is essential by 2050 – and must be done before 2030.

The second project concerns tranquility: energy, materials and land. CESER recommends “ good size » equipment, control of use, collection, and reduction of distances limited by development. The agency warned that land tranquility requires requalification of abandoned land and compaction, while the region still has significant sources of reuse.
