Health: The minister announced a “major simplification move” in government

The Minister of Health will embark on a “massive drive” of administrative simplification, he announced on Monday, in the context of uncertainty regarding the government’s intentions regarding possible reform of regional health agencies (ARS).

“Starting this week, I am starting a massive movement to simplify our health administration,” said Stéphanie Rist on RTL. The project “responds to what the Prime Minister said,” he said.

Sébastien Lecornu on Friday deemed it necessary to carry out “deep reforms” of the regional health agency (ARS). These organizations, which report to the Ministry of Health, are responsible for implementing national health policy at the regional level.

Stéphanie Rist immediately sent a letter to the directors of the ARS, assuring that there was no question of “exposing” them but of making them “weapons” of the ministry.

Remove certain prerogatives from ARS

But the minister, on Monday, suggested it would be wise to remove certain prerogatives from ARS, citing a case in which one of the agencies challenged a local elected official’s decision to install a medical imaging device in their area.

“When the department, when the elected officials in the region deem it necessary to do that (and) that they have the funds available, then the central government has no right to say whether that is permitted or not,” said Stéphanie Rist.

“We need a health administration that is strong but remains focused on its core business,” he concluded, without giving concrete details about the planned steps.
