The Ministry of Economy has revised some Municipal regulations regarding IMU, opening up new possibilities for mayors who can provide lighter taxes, for example, “for those who own a house by the sea and may spend months there, without renting it out” or for houses that cannot be used. The news that Messaggero anticipated was contained in the attachment to the decision signed by Deputy Minister Maurizio Leo, which was published in the Official Journal, Wednesday.
The Department of Finance “has set some limits within which the Municipality can act and determines the standards that must be followed – maximum rates cannot be exceeded”. For administration, the document will represent the network to be moved.
On the one hand, this text reviews in a simpler way some of the cases that have been identified; on the other hand, this opens up the possibility for mayoral candidates to cut taxes on the condition of buildings and make room for local needs and conditions of taxpayers.
For beach homes, the key is in the rules set for “available” properties. The ministry’s indication of actually defining it as a non-local residence and not provided on loan, also suggests the possibility of setting a number of months in a year in which the property must be in this condition, thus allowing for diversification of rates.
Meanwhile, an avalanche of budget amendments is brewing in the Senate Budget Committee. At the end of the presentation, proposed amendments were submitted
about 1,600 from the majority: (from FI 677; about 500 from FdI; 399 from Liga and 62 Noi Moderati). Those opposed numbered around 3,800, so overall there are around 5,500 proposed modifications. The requests will then be screened on November 18 with a reported deadline of 414 in total.
Among the opposition amendments – according to what is reported – M5 has submitted 1,671; Democratic Party 1,160; 533 arrived from Avs and 354 from IV; Azione serves 96 of them.
From salary, equal leave, to personal income tax. Pd, M5s, Avs and Iv have presented – according to what we understand – a general package of changes to the maneuver. The topic concerns fiscal constraints; expansion of single authority to the entire national territory; restoration of Women’s Options; an increase in the National Health Fund intended to employ comparable staff; minimum wage.
The amendment suppresses article 106 (Limitation of school autonomy) and in Irpef it is proposed to expand the No Tax area to 15 euros and drag the 33% rate to 60 thousand euros; also emphasizes increasing the retirement age in the security sector. Among the themes of the unity proposal are also leave equality, an increase in the single allowance to 70 euros and the restoration of Transition 4.0 measures.
Elimination of cuts to short-term substitute teachers still requested; strengthening judicial personnel and increasing FFO (Ordinary Funding Fund) for professors and researchers at universities; an initial tax for youth and a fund for municipal security financed by Albanian protocol cuts.
“This is the smallest budget law since 2014 and will have no impact at all on growth, no impact on consumption and even have a negative impact on investment. The gross fixed investment of the business world would be better off without this measure: a sign of the absence of strategic vision”, commented Antonio Misiani, senator and chief economist of the Democratic Party, announcing “three amendments at no cost: the law on minimum wages to fight piracy bargaining; the expansion of simplified authorization procedures for SEZs to the entire national territory; the platform and long-term contracts to reduce energy costs for SMEs”.
We have submitted amendments to this budget law. We ask to expand the no-tax area to 20 thousand euros, increase the single allowance for children, greater investment in health and a return to the measures that made business grow in 2019, explained the leader of the Five Star Movement, Giuseppe Conte, in Ostuni on the sidelines of the event.
“This government is focused on arms spending, this has created the highest fiscal pressure for 10 years and is still – added Conte – forcing families to empty their shopping baskets.”
