New surprises in Privacy Guarantee. After the refusal to leave office by members of the college following requests for resignation from various parties following the Report’s investigation, the figure at the top of the Authority’s administrative machine, Secretary General Angelo Fanizza, took a step back.
And his motivation – according to rumors rekindled by the Rai3 broadcast – lies precisely in an attempt to violate privacy, apparently aimed at finding moles who allow the dissemination of information and internal correspondence.
During the day inside the Authority – explains the Report – “a secret document was released in which Fanizza asked IT department managers to immediately organize email extraction, VPN access, access to shared folders, shared network space, document systems, security systems. Fanizza’s request to spy on Authority workers began on November 4, two days after the first episode of the Report’s investigation”.
The choice to leave office occurred in the evening, at the end of a busy day, marked by a workers’ meeting that unanimously called for the resignation of the entire university staff. A position taken after the IT security department manager notified employees and denounced the illegality of Fanizza’s request. The Guarantee Council was quick to say it had “no involvement in any way with the communication signed by the former secretary general regarding requests for employee data relating to the use of IT systems”, noting that “access by employers to certain personal data of employees relating to the use of IT systems may constitute a breach of privacy”.
The appointment of Fanizza, judge at TAR Lazio and PhD in public economic law, holder of a teaching position at the University of Bari for many years, was communicated by the Guarantor recently, on October 10. He was supposed to remain in office until the college’s term ends, on July 29 2027. Fanizza did not publicly justify his resignation, but what is clear is that the heated climate of the last few weeks has become heated after the clear stance taken by the staff.
The Guarantor controversy arose from the Report’s accusations of current members having close ties to politics and conflicts of interest. Firstly, Agostino Ghiglia was targeted because of his ties to FdI, which was reportedly linked to a fine imposed by Guarantor on the broadcast after broadcasting an audio clip between former minister Gennaro Sangiuliano and his wife. Then also Scorza, who was appointed by M5S, for his role as a former partner at the law firm E-Lex which he founded in 2011. A dozen public and private companies assisted by the firm will be affected by the action filed with the Authority.
President Pasquale Stanzione was also involved in the investigation of Rai3 broadcasts, in particular for relations with the family of lawyer Sangiuliano Sica, but also with Link Campus University. In general, the entire management came under fire for expenses deemed unjustified.
“Even when internal staff report opaqueness, conflicts of interest and management unable to protect the institution’s credibility, the only sensible response is to take a step back,” said Dario Carotenuto, head of the M5S group at the Rai monitoring commission. “What still needs to be done to convince universities to take a step back and save the remaining prestige of this important institution?”, asked Alleanza Verdi Sinistra with Elisabetta Piccolotti.
