Lawmakers are seeking to increase the fund’s capacity to 75 million euros so the city can draw on liquidity to finance house demolitions and illegal property. A challenge for mayors who risk gaining nothing in the fight against urban planning illegality or having to resort to other resources.

Against illegal houses, here are the funds for the demolition of the Municipality

In Via Goito, the head office of the Cassa Depositi e Prestiti, the Treasury spa that physically manages the fund, there are currently around thirty applications awaiting the advancement of resources for an amount exceeding 2 million euros. Requests that cannot be fulfilled because the CDP cannot fulfill the request: available funds have been exhausted. Applications are actually checked chronologically: whoever applies first has the opportunity to get financing first.

Deputies and senators have mobilized to facilitate the creation of the new fund and strengthen it. In fact, the needs of city governments are increasing from year to year. From fewer than 4 million jobs in recent years, the figure has tripled. The 50 million limit is already too low.

MECHANISM

The issue of increasing endowment funds is a central issue. These funds are referred to as revolving funds: in practice, the CDP provides the funds to the Municipality which will return the funds after recovering the amount owed from those responsible for the misuse. In theory, within 60 days from when they managed to get back the amount, and no later than five years from when they received the advance from the IMF. In this way, the fund is continuously replenished. The amount returned is lent again to finance other interventions, always without interest. The problem is that refunds of money paid by harassers do not always go as they should. Additionally, extending payments for five years also extends the time for CDP to get the money back.

Allowing the MEF investee company to spend an additional 25 million out of its own pocket, tapping into its own reserves, gives the Municipalities that have applied a chance to guarantee that they have the necessary resources, and others in line to get the advance.

MAJORITY

What moved was a majority of dual-channel MPs. There are amendments to the Budget law being discussed in the Senate and proposed improvements being submitted to the House for inclusion in the Progress decision running parallel to the Budget.

In this way – this is the motivation behind the intervention – Cassa can support a series of interventions to protect legality and territory. And, most importantly, it will facilitate judicial procedures by financing the demolition of illegal works: the houses to be demolished will, in fact, be those that the judicial authorities have ordered to be demolished.

Meanwhile, among the Maneuver amendments was also the reopening of the building amnesty desired in 2003 by the government at that time led by Silvio Berlusconi. The correction takes as an example the draft law submitted by the Italian Brothers in March, which now returns to the topic: in fact the amendment to the Budget Law is a photocopy of that law.

CHANGE

“With these maneuver amendments, we have envisaged measures for urban, environmental and landscape redevelopment, to encourage activities to suppress illegal buildings, as well as to define crime and occupation in state-owned areas”, explained Senator Antonio Iannone (FdI).

In fact, a rule primarily aimed at Campania was not complied with in the early 2000s due to several delays in implementing the rule. FdI aims to regulate properties that are not included in the provisions, except those built in prohibited areas.
