Justice, Delmastro “The role of consultants is increasingly important in the system” – Il Tempo

NAPLES (ITALPRESS) – “The birth of the Parthenope association has the great benefit of underlining how such a fundamental category as technical consultants is emerging in jurisdictional culture, along with judges, public prosecutors and lawyers. Beyond the archaic understanding of viewing judges as ‘peritus peritorum’, it is clear that the role of experts is becoming increasingly important in our justice system. It is therefore necessary to codify regulations and guarantee maximum transparency in decision-making powers. Today is an excellent day, especially to hear a series of needs that need to be addressed by the Ministry of Justice”. These were the words of the Deputy Minister of Justice, Andrea Delmastro delle Vedove, who arrived in Naples at the headquarters of Don Luigi Merola’s A’ Voce d’è Creature Foundation on the occasion of the presentation of the “Associazione Parthenope”, the Campanian Society of Legal Medicine, Insurance and Forensic Sciences.
In the debate, moderated by lawyer Giuseppe Mazzucchiello, the Prefect of Naples Michele Di Bari underlined that “justice must not forget the social and human side of its activity, through a series of elements that lead to a process that gets closer to the truth of justice, free from external mechanisms such as those that often occur at the media level. In this case, a great task is carried out by consultants who in their technique, in their science and in their conscience serve the truth and therefore also of people and conscience. justice. Therefore, in this virtuous circle we it is necessary to encourage dialogue capable of leading us to punishments that have the characteristics of mercy.
President Giovanni Liguori described the aim of this association, which was of course born in the region with the highest medico-legal litigation in Italy: “Parthenope was born with one aim, namely to protect the vulnerable and protect society. It is not a simple group composed of medico-legal specialists, but includes a multidisciplinary presence thanks to the intervention of leading exponents of other professions. We believe that it is important in the context of Campania to create a single language and a single methodology to offer products that can be used by the public administration, the police, the judiciary and also by citizens who want to ask for support we. Through the intervention of our professionals, we can make a valid contribution to achieving a greater number of conciliations thanks to the experience gained in this field. Thanks to the support of the Academy that supports us in this mission, we want to create a school of thought that is useful for young specialists so that they can benefit from it through trainings, round tables and conferences.
Performing the honor was Don Luigi Merola, president of the A’ Voce d’è Creature Foundation, who highlighted the importance of activating new synergies with the association: “We want to welcome Parthenope to our Foundation because we are convinced that in a reality like the one we are experiencing, it is precisely the network that makes the difference. Having lawyers, legal experts, technicians, medical examiners with us allows us to support families belonging to the weakest segments of the population in very difficult moments such as those related to accidents, disabilities or events. It is often a difficult time for them when they have to protect their rights and we are ready to support and accompany them so that the truth is always revealed. This is a good day for us too because we will definitely take precautions, help identify problems before they become deviations and then become real crimes.
A challenge that must be won at all costs in the interests of more efficient justice, as illustrated by Maurizio Block, Military Prosecutor General at the Supreme Court of Cassation: “I believe that this is a very positive initiative that is worthy of being exported also to other, not so southern, realities. The reason lies in the fact that the role of technical consultants is increasingly important and must be enhanced with conscious professionalism. Consultants are part of civil, criminal, taxation processes because modern technology and science contain a series of specializations and the notion that judges cannot always have a supporting role in the process is so important that there must be professional ethics, awareness of the role played.
During the hearing, Professor Massimo Niola (honorary president of the Parthenope Association and Director of the Chair of Forensic Medicine, Federico II University of Naples) gave the ‘Lectio Magistralis’ on “Forensic Medicine in the Service of Society”.
The presentation was attended by, among others, Maria Rosaria Covelli (president of the Court of Appeal of Naples), General Biagio Storniolo (commander of the provincial Carabinieri), General Carmine Virno (commander of the Guardia di Finanza province), Antonio De Jesu (member of the security council of the Municipality of Naples), Alfredo Carosella (Director of the Naples Police Headquarters), Francesco Riva (Cnel), Pietro Tarsitano (coordinator of the Scientific Committee of the Parthenope Association). and Giovanni Del Vecchio (secretary of the Parthenope Association).
