The league revived Rai’s licensing fee cuts, but Forza Italia said no. In an amendment to the reformulated version of the maneuver that was among those reported by the group (first signed by Bergesio), it is requested to restore the provisions of the 2024 budget law that reduced the annual amount from 90 to 70 euros. However, this regulation was revoked through the next statutory regulation dated November 5 2024 number 174.
In the text of the amendment whose content is anticipated by Repubblica and Messaggero, it explicitly refers to article 1 paragraph 19 of the Law of 30 December 2023 n. 213, requests that “the words: ‘for the year 2024’ be replaced with: ‘for the year 2026′”. The aim is to propose again next year measures that cut costs by 20 euros and it is also expected that coverage of 430 million euros will be provided through a reduction in the Fund for structural economic policy interventions.
However, by looking for paragraph 19 of the maneuver, one will find that the maneuver no longer applies. This means that the verse no longer appears in the legal text that is used as a reference. It is a legislative decree of November 2024, namely the Consolidated Law on small state taxes, which states that “the subscription fee for radio hearings for personal use is set on a calendar year basis at 90 euros per year. The amount of the fee referred to in the first period is re-established at 70 euros for 2024”.
The leader of Forza Italia’s senatorial group, Maurizio Gasparri, immediately stopped: “I believe that the amount of the Rai license fee should be maintained for market balance, he told Eurovisioni. “There is a problem in balancing advertising resources, also because the network absorbs resources – he explained -. Several years ago, the licensing fees were reduced and Rai was compensated with resources from the Ministry of Finance as well as from the community. This is a pointless game. Public services must have certainty of resources as required by the European Media Freedom Act. Therefore, the amendments made by the League are not in line with the directive.”
Lotito’s amendment providing for a crackdown on financial participation in Italian football teams is part of Forza Italia’s recommendations for such maneuvers. The text states that every year the names of all subjects – natural or legal entities – who own at least 5% of the share capital or voting rights must be communicated to the FIGC, the League to which they belong and Anac, together with the origin of the funds and any links with other sports clubs, in Italy or abroad.
Legal entities that own shares equal to or greater than 5% and engage in financial transactions must also have a Lei code, an international standard that identifies legal entities. A sanctions system was also introduced. Failure to provide data can result in losses of 1 to 5 million euros, as well as a fine of one point in the ranking for each week of non-compliance.
For foreign funds, trusts and vehicles that acquire at least 5% of the club’s shares, there will be an obligation, within 90 days, to establish a company under Italian law and appoint a legal representative resident in the country.
Deputy Economy Minister Maurizio Leo, in a video message sent to the Cassa Chartered Accountants forum, apologized for his failure to attend an event in the capital due to ongoing meetings on the Budget Law, underlining that “more than 5,700 amendments” to the budget had been submitted. And that in the authorized commission (Senate Budget, ed.) “a selection is underway of those” who will continue their nomination in Parliament and will be examined.
A summit of center-right leaders on the maneuvers is scheduled for the afternoon at Palazzo Chigi. The meeting as far as we know is scheduled for around 18.00, after the Council of Ministers Meeting which has not yet been held but is scheduled for 17.00.
