This is the government’s crackdown on maximum PA salaries. Consulta has removed the old threshold that managers’ salaries could not exceed. But this does not mean an unconditional green light for an increase. The circular prepared by the PA Minister could begin appearing this week, Paolo Zangrilloby which it will be regulated. Public administrations will be asked to postpone salary adjustments, which can only be done if certain resources are available.
Waiting for the Prime Minister’s Decision in January
Currently, only the salaries of about ten major commissions which, after the Constitutional Court decision was annulled, and experienced a decline in income, are the only ones to have increased – due to legal decisions and not due to political will. However, this issue will be regulated definitively in January through the Prime Minister’s Decree, a decision by the Prime Minister that will come into force new criteriafeasibility-oriented, considering that threshold indications, which in the past were only justified to deal with economic emergencies, are no longer permitted after the Council’s decision.
Constitutional bodies and authorities protected by EU regulations are excluded
However, the regulation will not affect the authority of constitutional bodies, which have decision-making autonomy, such as the CNEL led by Renato Brunetta which has decided to increase salaries beyond the old threshold, or on authorities protected by European regulations such as the Bank of Italy. The last one is the president of Forza Italia Senator, Maurizio Gasparri called for intervention: “they cannot live in an untouched paradise” he said, highlighting that “economic treatment, from top to bottom, is very high”.
Circular coming soon
However, the circular that Zangrillo has been preparing in recent months will arrive by return mail and, after the controversy that has engulfed the CNEL president, will soon be launched. «Taking into account the further regulatory steps regarding this issue, which will be taken in the implementation of the above penalties – we read in the text of the first draft of the circular – it is considered appropriate, in order to avoid difference treatment, or recognition that is inconsistent with the initiative to be taken, delays the state from re-determining the economic treatment which, in any case, can only occur in the presence of resources allocated for that purpose in the amounts allocated to staff salaries”.
Application clarification
The circular will also provide “clarification of the application” of the sentence, possibly several things exception. This increase will apply to 12 senior officials: among them the heads of the Court of Cassation, Court of Auditors, Supreme Court, Council of State and Tax Justice, as well as heads of the Police and other major commissions. But for heads of ministerial departments, we must wait for new regulations in the Prime Minister’s Decree, which will link compensation to merit and also to available resources.
