A second civil complaint of “aggravated rape” was filed this Monday by the mother of a four-year-old boy against the facilitator of the City of Paris, said the children’s lawyer, Arié Alimi, confirming information from France Inter. This is the second complaint filed in as many days over similar facts in Paris.
This new complaint, filed against “The act allegedly occurred in a recreation center restroom, a secluded location that allowed the perpetrator to exercise de facto authority over the child,” details the complaint. In July, the four-year-old child first made worrying comments to his parents.
“Systemic” problems were denounced
For Arié Alimi, these cases highlight a larger problem. “Children are victims who are not heard,” he told France Inter. The lawyer believes that “this has always existed, especially in terms of scale. There is no one more or less than a pedophile. On the other hand, maybe we are starting to listen more to what children say.” According to him, we have to take some precautions: “That doesn’t mean believing them, it means actually investigating and dealing with them when the facts come to light. Yes, this topic that is starting to seem to be an important one is something to be wary of. »
The new complaint comes days after Mediapart revealed the first complaint of “aggravated rape” filed by the mother of a four-year-old girl targeting a leader at the Bullourde school, also located in the 11th arrondissement. At this institution, three facilitators have been dismissed since the start of the school year. They are each suspected of “acts of a sexual nature,” “exhibition” and “acts of sexual violence,” according to the city.
A series of cases that rocked the capital
School leader Parmentier was suspended on July 18, after the family of a child alerted authorities and filed a complaint over facts that allegedly occurred in the 2024-2025 school year. “Suspension action, as a precautionary measure and with immediate effect, was taken against a facilitator whose first name was mentioned by the child. He no longer works in contact with children,” stressed the Mayor of the 11th arrondissement, François Vauglin.
In recent months, after-school activities in Paris have been rocked by a wave of reports of sexual violence. Since 2023, the City of Paris has dismissed no less than 52 facilitators following reports of sexual harassment in schools and recreation centers in Paris. In 2025 alone, the number of suspensions will amount to 16 of the total 30 suspensions announced. A “stable figure” compared with the previous two years, according to the city government.
Faced with this situation, the City of Paris announced a plan to combat sexist and sexual violence against children in schools, with the creation of the Child Defender position and strengthening the training of facilitators. According to city hall, facilitators must undergo special checks to verify that they have no criminal record and are not listed on the sexual or violent offender registry. Controls over recruitment “have been further strengthened,” said François Vauglin.
If the lawyer cannot officially confirm it at this stage, he still suggests that other victims may soon become civil parties in the case.
