Parliament is pushing for a broader amnesty

There’s just no possibility of reopening third building amnestydated 2003, mainly for the benefit of Campania. In the dossier of amendments submitted to the 2026 State Budget Bill, another proposed amendment appears, once again signed by the Fratelli d’Italia (Matteo Gelmetti, Domenico Materia, Sergio Rastrelli, Giulia Cosenza), which points in a more controversial direction: reopening a amnesty for the entire countrymodeled after the first building amnesty of 1985, for offenses committed by September 2025.

Political controversies and proposals

While the package of amendments is reportedly taking shape, from which it will be understood whether the majority intends to continue the path of a possible reopening of the amnesty, yesterday the controversy on the topic continued, dividing the majority and the opposition. The Minister of the Interior, Matteo Piantedosi, once again claimed the correctness of the choice, defining it as «an opportunity to do something that should not benefit the people.violence but it is a new regularization under certain conditions.” And the president of the Senate Budget Committee, Nicola Calandrini, also said: «This is not a new amnesty at all. This amendment was carried out exclusively to eliminate discrimination that has been going on for twenty-three years.” On the other hand, countless accusations were leveled election campaign through this rule.

However, the amendment file does not only contain proposals limited to Campania. Among the texts presented by the Fratelli d’Italia, one appears that actually refers to the first building amnesty, namely 1985. And the plan also envisages the remediation of a long series of illegal works across Italy, as long as the works have been completed by September 30, 2025. The list includes “related works such as veranda or shed carried out in the absence or contrary to a building permit”, accessory work such as balconies or loggias, is always illegal, but also all construction work renovation and redevelopment carried out without conformity or without permission, provided that it does not result in an increase in surface area and volume.

This list, it should be emphasized, does not include, for example, completely illegal new buildings. And this, in some ways, redefined the scope of action of the first amnesty, and effectively opened up other amnesties, with more limited boundaries. In short, it is an intervention intended to facilitate arrange it property without amnesty for any work.

However, the majority’s attention to the amnesty issue was quite high and resulted in various amendments. Another proposal envisages giving the City a deadline to close pending cases related to the matter three amnesties in 1985, 1994 and 2003: they must move by March 31, 2026 to complete the many applications still pending for years.
