The inhabitants of the capital have reacted very well to the permanent driving licence. The success has been so great that the head of government, Clara Brugada, announced today that the deadline to process it will be extended until 2026. According to the press conference of the capital’s government, this program has collected more than 2,341 million pesos with more than 1,390,606 licenses issued, a figure that exceeds the million licenses expected at the beginning of the program. Furthermore, 2025 was the year with the highest number of licenses issued in the last 10 years, “and the year is not over yet”, underlined Juan Pablo de Botton, secretary of the capital’s Administration and Finance.
Its permanence was an electoral promise made by Brugada and the process began in mid-November 2024. A year later, the Mexico City government announced that the extension of the permanent license will be part of next year’s Economic Package and that its cost will be maintained, so residents of the capital do not have to rush to get it.

Appointments can be made at the Administration and Finance Secretariat, in the Magdalena Mixhuca macro module or in the forms of the semovi and mayor’s offices. They can also be made digitally.

Permanent digital license
The government of the capital has also indicated that the procedure can be carried out through the portal https://licenciapermanente.cdmx.gob.mx/. To do this, you need to access the CDMX key and insert the file. A new procedure must be started; pay (online or via form with purchase line); upload an official identity document, proof of no debt and the theory course certificate (in case this is the first time the license is being processed). The payment will be reflected in the next 72 hours and the applicant will receive an email with proof of the license number, which can be downloaded from the CDMX Key account to obtain their digital document.
Theoretical exam
Those who apply for a permanent driving license for the first time must pass a theoretical exam, which will include various topics of the Highway Code, such as the mobility pyramid, road signs and safety regulations. The evaluation can be carried out in the Semovi, Los Pilares and Utopías modules, the community centers that Brugada opened during his time as mayor of Iztapalapa.
The process of obtaining a permanent driver’s license, step by step
Individuals interested in processing a permanent driver’s license should start their application at https://app.semovi.cdmx.gob.mx/citas/. The procedure is available to users applying for a license for the first time and to those wishing to renew their ‘A’ licence. In either case, you must present proof of a Mexico City or State of Mexico address, as well as government-issued identification, on the day of your appointment.
Users with license type ‘A’
The platform requires access via the ‘Key’. If you do not have this digital document, the system will require its creation in order to continue with the process. Once inside, the user will have to press the button with the words “Make an appointment” and a bar of the vehicle procedures available to the population will be displayed.
Subsequently the user must access the ‘Licenses and driving permits for minors’ option, enter the ‘Type A driving licence’ section and click on ‘Issue permanent type A driving licence’. Users processing the license for the first time
People who do not have a Mexico City driving license must pass a theory test based on the mobility law and the capital’s highway code. To request it you need to log in to the platform with your ‘Key’ account and select the ‘Make an appointment’ option. Then, click on “Permanent License Assessment,” where you will download a Capital Mobility Law document that will serve as a study guide for the assessment.
