For now, only a photo of the handshake between Giorgia Meloni and Elly Schlein remains. A “free and up-to-date” agreement for women – which, in its absence, would legalize sexual violence, a hallmark of the bipartisan agreement signed by the two leaders – will have to wait to become law.

Certainly not on November 25, the international day dedicated to women victims of violence. In the Senate, one step away from final approval, the center-right is holding up a proposed consensus-based sexual violence bill.

Although the process has been expedited (to arrive at the Assembly today without amendments), the majority requested more information, resulting in a short hearing cycle and slowing down the process. It appears that sentences for less serious cases are inconclusive, reduced by no more than two-thirds.

But it is the relevance of the consensus that raises the greatest doubts. “They want to cancel the action” was the opposition’s statement. Disturbed by the “inexplicable” change, MPs from Pd, M5s, Avs and IV left the Justice Committee which had begun discussing it.

Hopes of a unanimous vote in the chamber – as happened in the House of Representatives on November 19 – and a symbolic vote to mark the anniversary have disappeared. But the most important thing is that the agreement between Meloni and Schlein is shaky. “They betrayed him and at this point how can we trust them? They are traitors”, repeated a centre-left chorus, questioning the prime minister who was allegedly “repudiated by his people”.

Democratic Party secretaries did more. He heard the Prime Minister “precisely asking him to honor the agreement”. However, he did not reveal the answer. “You have to ask him this”, he simply said when he left Montecitorio where he voted for another part of the fight against gender violence, namely the draft law introducing the crime of murder against women. And this is at risk of being stopped due to protests from the opposition, after a slowdown in other DPRs.

Meloni, who commemorated November 25 by defining violence as “acts that violate the freedom of any person,” blessed approval of feminization during the night. “This is an important signal of political cohesion.” But he didn’t say a word about what was happening in the Senate regarding the slowing of consensus.

At Palazzo Madama, chaos broke out in the afternoon within the walls of the Judicial Commission chaired by Northern League member Giulia Bongiorno. But the opposite has been happening for some time. Prompted by chatter and emails received from majority senators – this is the story told by many MPs – from associations and experts asking whether we really want to support the consensus that is now decisive in the violence.

The law, as approved in Montecitorio, in its sole article provides for a prison sentence of 6 to 12 years for anyone who causes or causes another person to commit or undergo a sexual act without “free and current” consent.

The mood turned somber during the day at the group leaders’ conference where the majority had doubts. The League’s senatorial president, Massimiliano Romeo, did this explicitly: when faced with pressure from the opposition to hold a vote in the House that day, he requested that the text be carefully examined. To mediate, the Senate president, Ignazio La Russa, offered “all his presidential prerogatives” and ordered a hearing in the chamber at drafting session, i.e. without amendments.

But he raised his hand and asked not to pollute the day with controversy. Words that make you understand the climate. In fact, an hour later the League, as a commission, registered the reserve. Allies join in. Everyone asks not to rush and need to listen to experts and legal experts before taking a decision.

However, this was too much for the protesting opposition. President Bongiorno noted that the draft law was (only) adopted today and gave approval for “targeted and short” hearings on some technical aspects. But she assured – and later passed it in the House also in the name of her historic fight for women, especially as a lawyer – that the bill would proceed with the hope of completing it “in a few weeks”.

And he promised: “Let’s do better and let’s all pass this law together. I realize that this is a proposal first put forward by the left (the initiative is that of Laura Boldrini, ed.) but the commitment is to carry it out and improve it a little.”
