It was Culture Minister Alessandro Giuli – after months of controversy – to contact the mayor and President of San Carlo Gaetano Manfredi about the judicial and political controversies sparked by the teacher’s appointment Fulvio Adamo Macciardi to the Neapolitan Inspector Massimo. Three legal disputes are still pending, the first in the TAR which will be decided on December 17, the other two before the Civil Court which will be discussed in February.
All three were promoted by Manfredi who opposed Macciardi’s appointment, but what was important was the manner of his appointment. That is, with a change of direction on the San Carlo Board of Directors where Riccardo Realfonzo – nominated by the Region – who voted together with two centre-right exponents for the appointment of Macciardi from Milan and former number one of the Bologna Theatre. At that time he was pushed to the city of Bologna by the current leadership of the national Democratic Party. Message to the minister speaking from Naples: «With Manfredi there are no cracks that need to be repaired. There is a situation – says the owner of Mic – which is now taking shape, an appeal to the TAR is awaited but I understand that the outcome is clear enough that Manfredi formalizes Macciardi’s appointment which puts him in a position to work”. Manfredi’s move, which gave the green light to Macciardi last month despite the dispute, essentially gave the green light to the disbursement operation. Which even at the Palazzo San Giacomo defines it as such, namely a rapprochement between the Government and the San Carlo Foundation after the days where even big words were ejected. Giuli then summed up the reasons: «From a political point of view, when you are true gentlemen and carry out your duties as representatives of institutions, you discuss and try to solve problems, it is understandable that we have two different and competing visions, and it is good if it remains that way because that is the beauty of the democratic system. For the love we have for Naples and San Carlo, we urge the mayor to accept “extravagant” measures to make Naples shine”.
For now, legal matters are still pending, as TAR will submit its opinion on the validity of Macciardi’s appointment on the 17th of next month. It is worth remembering that the Civil Court has expressed its opinion three times and all three times – despite having accepted a stay in favor of Manfredi – Giuli’s stamp on Macciardi’s name indicated by the Steering Committee was never questioned. The suspension occurred – paradoxically – because a member of the Steering Committee demanded Macciardi’s reinstatement. The latter was rejected, not the first one signed by the minister in August and deemed valid. Beyond the chaos in the courtroom, there is a desire to set things right even if the post-Vincenzo De Luca Region is led by center-right Edmondo Cirielli or Roberto Fico, the center-left candidate. Of course, changes are not excluded in the Board of Directors, but Macciardi has signed a five-year contract. In this thawed scenario, there are two fundamental stages to restore calm: a meeting between Giuli and Manfredi and another between the mayor and Macciardi himself. All on December 6 when the premiere of San Carlo will take place where the minister and the mayor himself have confirmed their presence in the royal box.
Manfredi is ready to meet Giuli and Macciardi to find a way to move forward together and imbued with a more collaborative spirit – at least this is the case. Supported by minor turnover in the CDI and possible withdrawal of cases from the Civil Court. The only thing that is certain is that dialogue between the parties has been reopened.
