“By order of the minister, regulatory provisions have been approved which, since last academic year, have opened up the possibility of recruiting suitable candidates from the old competition”, but all this must be balanced with the “strict and mandatory objectives” of the National Recovery and Resilience Plan, to achieve which priority should be given to the Pnrr’s call. This is what Carmela Palumbo, Head of the Department of Education and Training Systems of the Ministry of Education and Honors told Adnkronos regarding the claims of those eligible for the regular school competition announced in 2020 – among the temporary workers who will participate in the sit-in in front of the ministry next Thursday – who asked not to be penalized in the ranking roll. By order of the Minister – explains Palumbo – several regulatory provisions have been approved which since the last academic year have opened up the possibility of recruiting those suitable from the old competitions: for the 2024-25 and 2025-26 academic years we have also brought forward the rolling of the old rankings, with about 6 thousand recruits, taking into account that there are also rankings from the 2016 and 2018 competitions, before 2020”.
“All this was possible because we opened conditions that technically allow us to carry out these recruitments – continued the head of the Department -. All this is clearly in line with the Pnrr objectives, which are very strict numerically. We had an initial target of 20 thousand recruitments from the new Pnrr procedure to which a further target of 20 thousand was added for this academic year and we have the final goal, which we want to achieve with the third Pnrr competition, a total of another 30 thousand out of 70 thousand recruitments with the new procedure. This is mandatory.” “The ministry’s policy, on the one hand, clearly respects the objectives of the Pnrr, related to European commitments, the consequences of which are very serious if they are not achieved – he continued – On the other hand, includes provisions for the resumption of old competitions.” However, when “role placement has been carried out, we must first recruit from the Pnrr competition until the goal is achieved, then we can explore other ranks,” continued the Head of Department.
It is difficult to predict the time needed to fill the competition ranks in advance: “Some, especially scientific subjects, are already exhausted even in the first year, while others still have many suitable candidates. Not only does it depend on the Pnrr call, but it also depends on the competition class whose absorption capacity is greater or smaller.” The line drawn from the Pnrr, however, is clear: “We have committed to the European Commission to reform the recruitment system so that the recruitment mechanism, once fully operational, must comply with Pnrr 3 – Palumbo concludes regarding the future – After the June 2026 deadline we will not have numerical goals, but the reforms must be consolidated”.
