New coefficient
“The first intervention – explained Laperuta – concerns the ISEE equality scale, which from 2026 will include additional increases for the benefit of families with many children. The new coefficients are: +0.10 for two children; +0.25 for three children; +0.40 for four children; +0.55 for five or more children. This increase increases the child’s ‘weight’ in the ISEE calculation, resulting in a lower overall score. A reduced ISEE means access to higher amounts of single allowances and other subsidized social benefits.”

“The second change – he warned – concerns the first home: the threshold for exclusion of real estate assets increases from 52,500 to 91,500 euros, with an increase of 2,500 euros for each child starting from the second child. In practice, those who own the home in which they live – especially families with many children – will benefit from an average reduction in the ISEE of up to 3,300 euros. The increase associated with the presence of children under the age of 21 will also increase slightly in 2026: 122.7 euros (120.6 in 2025) for non-self-sustaining communities; 111 euros (109.1 in 2025) for children with severe disabilities the amount will increase to 111 euros (versus 109.1 previously). “From 2026 – he recalled – the single allowance will be divided into three updated ISEE groups. Group A: up to 17,520 euros (revalued); Group B: between 17,520 and 46,000 euros; Group C: more than 46,000 euros. Monthly amounts will increase based on the Istat revaluation: maximum amount from 201 to 204.4 euros; minimum amount from 57.5 to 58.5 euros”.
“Many families – he said – will move groups: about 5% of those currently in group B will move to group A, while more than 10% of families in group C will drop to group B. In total, one in two families with an active ISEE will benefit from at least one of the two changes. According to INPS and UPB (Parliamentary Budget Office) estimates, those who move to a lower group will be able to get an additional 15-20 euros per month per child. For example, a family with two children and an ISEE of 26,200 euros will receive 321 euros per month (compared with 315 in 2025), also benefiting from a reduction in the ISEE of around 2,000 euros thanks to the new evaluation criteria for first homes. To receive the correct updated amount, the new DSU must be presented by June 30, 2026. Single allowance for grandparents too?
“Another good news – warns Lilla Laperuta – comes from the side of jurisprudence. With the judgment of 29 October 2025, n. 28627, the Court of Cassation answered a question of particular social and legal importance: the recognition of the right to family support in favor of a minor child living with his grandmother, the only figure capable of guaranteeing his economic and material support. The case stems from the appeal filed by INPS against the sentence of the Court of Lecce, which has confirmed what had been recognized in the first instance to petitioner: the right to receive family unit support virtually ensures that the grandson, without adequate support from his parents, remains with his grandmother and becomes her dependent.”
“The Supreme Court – he explained – in rejecting INPS’s appeal, determined that the requirement of ‘living dependent’ does not coincide with simple cohabitation or with total economic dependence, but implies proof of continuous maintenance largely paid for by the applicant. This evidence, although it must be thorough, can also be provided by presumption and assessed by a fitness judge, whose decision cannot be reviewed in the Supreme Court unless there is a serious motivational flaw.”
