The 28 points of the peace plan that the United States and Russia presented to Ukraine, according to international media | International

The draft proposes ceding large swathes of territory to Moscow, reducing the size of the Ukrainian army and committing Kiev not to join NATO.

The country

Various international media, including Financial times, Axiosand Agence France-Presse (AFP), published Thursday evening a peace plan that the administration of American President Donald Trump would present to Ukrainian President Volodymyr Zelenskyj. Russia participated in the development of the plan, but neither Ukraine nor the European Union were consulted, according to the media cited above. In the peace proposal, extensive concessions are granted to Moscow. These include major territory cessions (in point 21), Kiev’s obligation to reduce its army and its commitment not to join NATO.

Below we report the 28 points spread.

  1. Ukraine’s sovereignty will be confirmed.
  2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered resolved.
  3. It is expected that Russia will not invade its neighbors and that NATO will not expand further.
  4. There will be a dialogue between Russia and NATO, mediated by the United States, to resolve all security issues and create easing conditions that ensure global security and increase opportunities for cooperation and future economic development.
  5. Ukraine will receive reliable security guarantees. (The proposal provides no details on its scope.)
  6. The size of the Ukrainian Armed Forces will be limited to 600,000 soldiers. (Axios remember that the Ukrainian army numbers between 800,000 and 850,000 soldiers, and before the war there were about 250,000, according to a Ukrainian official).
  7. Ukraine agrees to include in its Constitution that it will not join NATO, and NATO agrees to include in its charter a provision barring Ukraine’s future membership.
  8. NATO pledges not to station troops in Ukraine.
  9. European fighters will be stationed in Poland.
  10. The USA guarantee:
    1. The United States will receive compensation for assuming this guarantee.
    2. If Ukraine invaded Russia, it would lose the guarantee.
    3. If Russia invades Ukraine, in addition to a decisive and coordinated military response, all global sanctions will be reinstated, recognition of the new territory will be revoked, and all benefits of this agreement will be nullified.
    4. If Ukraine launches a missile at Moscow or St. Petersburg without reason, the security guarantee will be considered null and void.
  11. Ukraine will be eligible to become a member of the EU and will receive short-term preferential access to the European market while the issue is assessed.
  12. A powerful comprehensive package for the reconstruction of Ukraine will be established, which will include, among other things:
    1. The creation of a Ukrainian Development Fund to invest in fast-growing sectors, such as technology, data centers and artificial intelligence.
    2. United States-Ukraine cooperation to jointly reconstruct, develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and warehouses.
    3. Joint efforts to rehabilitate war-affected areas and restore, rebuild and modernize cities and residential areas.
    4. Infrastructure development.
    5. Extraction of minerals and natural resources.
    6. The World Bank will develop a special financing package to accelerate these efforts.
  13. Russia will be reintegrated into the global economy:
    1. The lifting of sanctions will be discussed and agreed in stages and on a case-by-case basis.
    2. The United States will sign a long-term economic cooperation agreement for the mutual development of energy, natural resources, infrastructure, artificial intelligence, data centers and rare metals mining projects in the Arctic, among other business opportunities.
    3. Russia will be invited to rejoin the G8.
  14. Frozen funds (to Russia) will be used as follows:
    1. $100 billion in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine.
    2. The United States will receive 50% of the benefits of this operation.
    3. Europe will add 100 billion to increase available investments in the reconstruction of Ukraine.
    4. Frozen European funds will be released.
    5. The rest will go to a joint U.S.-Russia fund for bilateral projects that increase incentives to avoid a return to conflict.
  15. A joint US-Russia working group on security issues will be established to promote and ensure compliance with all provisions of the agreement.
  16. Russia will enshrine in law its non-aggression policy towards Europe and Ukraine.
  17. The United States and Russia will agree to extend the validity of nuclear nonproliferation and nuclear arms control treaties, including START I.
  18. Ukraine agrees to be a non-nuclear state, in accordance with the Nuclear Non-Proliferation Treaty.
  19. The Zaporizhia nuclear power plant will come into operation under the supervision of the International Atomic Energy Agency (IAEA), and the electricity produced will be split equally between Russia and Ukraine (50:50).
  20. Both countries are committed to implementing educational programs in schools and society to promote cultural understanding and tolerance and eliminate racism and prejudice:
    1. Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities.
    2. Both countries will strive to eliminate all discriminatory measures and guarantee the media and education rights of Ukraine and Russia.
    3. All Nazi ideology and activity must be rejected and prohibited.
  21. Territories:
    1. Crimea, Lugansk and Donetsk will be recognized as in fact Russians, also from the United States.
    2. Kherson and Zaporizhzhia will be frozen on the contact line, which will be tantamount to recognition in fact along that line.
    3. Russia will give up other agreed-upon territories it controls outside the five regions.
    4. Ukrainian forces will withdraw from the part of Donetsk Oblast they currently control; This withdrawal zone will be considered a neutral demilitarized zone, recognized internationally as territory belonging to the Russian Federation. Russian forces will not enter this demilitarized zone.
  22. Having agreed on future territorial agreements, Russia and Ukraine agree not to change them by force. Any security guarantee will not apply in case of violation of this commitment.
  23. Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreements will be reached for free transportation of grain across the Black Sea.
  24. A humanitarian committee will be established to resolve outstanding issues:
    1. All prisoners and bodies will be exchanged according to the “all for all” principle.
    2. All detained civilians and hostages will be returned, including children.
    3. A family reunification program will be implemented.
    4. Measures will be taken to alleviate the suffering of victims of the conflict.
  25. Elections will be held in Ukraine in 100 days.
  26. All parties involved in the conflict will receive full amnesty for their actions during the war and agree not to make claims or consider complaints in the future.
  27. This agreement will be legally binding. Its implementation will be supervised and guaranteed by the Peace Council, chaired by Donald J. Trump. In case of violation, sanctions will be imposed. (Axios remember that this is the same general structure that Trump proposed for the Gaza peace agreement).
  28. Once all parties have accepted this memorandum, the ceasefire will take effect immediately after both sides withdraw to the agreed points to begin implementation.
