The Caisse des Dépôts announced a loan of 550 million euros for the department

The Caisse des Dépôts announced on Thursday, November 13, a loan package of 550 million euros by 2028 to strengthen support for young people in child welfare (ASE) by financing the renovation and construction of 7,000 accommodation places.

“A protected childhood must be a great collective goal to provide every child with a path of dignity, stability and promise”said Olivier Sichel, general director of the Caisse des Dépôts, in a press release, while 94e meetings of departments, communities responsible for child protection. Of this 550 million, a subsidized loan of 350 million euros will be available until 30 June 2027 to finance the construction, restructuring or renovation of around 7,000 accommodation places under ASE, viz. “one third of the real estate sector needs”.

“Caisse will provide loans at a preferential Livret A interest rate, around 1.7%. This is a big effort. Departments that are not in good financial condition really need this help”announced to the daily Western France Mr Sichel, who presented his proposed actions to the government in January in a report on protected children. The departments allocated 12 billion euros for child protection.

In addition to real estate issues, the Caisse des Dépôts also aims to combat staff shortages. The Banque des Territoires, a department of the Caisse des Dépôts, plans to invest in vocational training operators to develop the profession’s attractiveness in the sector. It also provides for the development of digital tools to encourage access to autonomy for young people aged 16 to 21, while a “shared digital space” intended to create connections between young people, their families, and child welfare professionals should be generalized from mid-2026.

In 2024, admissions measures within the ASE framework concern 224,600 minors and young adults (+1.4%, after +6.1% in 2023) and educational measures carried out in the family environment (44% of total measures) benefit 180,000 children and adolescents, according to the department of research, studies, evaluation and statistics.
