Actually, it was already a done deal!
It was only in October that the people of Hamburg voted for the city to become climate neutral five years earlier than planned, namely in 2040. Now the CDU parliamentary group wants to cancel this referendum because it predicts there will be dire consequences.
The CDU submitted a draft amendment to the law
In October, a majority of Hamburg residents decided that their city would continue with its goal of becoming climate neutral from 2045 to 2040. However, this new timetable threatens economic and social peace in Hamburg, at least said CDU parliamentary group leader Dennis Thering.

To ensure that such a scenario does not occur, the CDU wants to present a draft change to the law by December 10. It is intended to roll back the original plan and make Hamburg climate neutral not by early 2040, but by the end of 2045. The new schedule would result in costs running into the billions, which would have to be financed through rent increases and higher electricity and heat costs, Thering said.

Citizens voted prematurely
To implement the motion, the CDU is counting on support from the ruling SPD and could even consider a joint motion. The CDU believes that citizens are unaware of the true impact of the referendum. The Hamburg Constitution provides that laws passed by referendum can be repealed by the citizens of Hamburg. According to Thering, citizens have an obligation to correct fatal laws that cause huge losses.
If the amendments to the law are actually adopted, the referendum initiators will have the opportunity to hold another referendum within three months.
