In light of the increasing number of complaints, the Federal Network Agency has once again threatened to pay a fine to Deutsche Post if the company’s services do not improve. Authority President Klaus Müller told the Funke newspaper:
If the postal service does not comply with our instructions, in extreme cases, it can be expensive.

Authorities saw a huge increase in complaints
According to the Federal Network Agency, 22,981 complaints about postal services were received in the first half of 2025 – 13.4 percent more than in the same period last year. According to Müller, problems increased especially in Schleswig-Holstein in the first half of the year. There are also increasing changes in Berlin and Brandenburg, said the President of the Federal Network Agency in an interview with “Neue Osnabrücker Zeitung” in early November. Müller now told Funke media:
We want the post office to improve its services. He promises us that too.

If this does not happen, the authorities will “exercise the legal options provided”. Fines of up to ten million euros are legally possible.

ATMs, not branches: Müller emphasizes opportunities
According to the Federal Network Agency, some complaints have been directed against the conversion of traditional post offices to ATM locations. According to Müller, he also sees the advantages of this: Many workers cannot go to a branch during the day, so an ATM with services available around the clock is a good solution for them.
However, in order for a post office machine to be approved, the respective municipal governments must first prove that “real efforts” to establish a post office have failed. “If it is proven that it is not successful, vending machines can be considered.
An ATM is better than no post office at all.

Post for further postage increases
The Federal Network Agency must approve Postal Service postage price increases. In 2025, the price of letters and postcards increases – a standard letter costs 95 cents instead of 85 cents, and postcards also cost 95 cents instead of 70 cents. This increase applies to 2025 and 2026. However, the postal service has stressed that this is not enough considering the upcoming modernization steps.
