That never changes. Every year there are many changes to the budget: this time the quota was almost six thousand. But it’s not just the opposition that is putting different economic policy ideas on paper, even the majority party – with 1,600 proposals – has shown ambition of wanting to rewrite most of the budget law. And amidst the flood of requests, it was the Brothers of Italy who came out with something new: senators from the prime minister’s party asked to reopen a building amnesty dating back to 2003, when Silvio Berlusconi was at Palazzo Chigi.
This action had the potential to impact all of Italy, but was in fact designed specifically for Campania, which at that time under Bassolino’s leadership did not participate. FdI has clearly stated this intention, but the opposition’s accusation of wanting to “buy votes” ahead of the regional elections at the end of November is valid.
“Thousands” of homes will be “saved from demolition”, FdI senator Antonio Iannone promised. Of course, this time too, like twenty years ago, it is the Regions that will implement the regulations and determine their territorial boundaries, the party stressed. Therefore, it is underlined, there is no “obligation”.
A choice that is seen as a corrective to past mistakes: “There were people who had the opportunity to access amnesty and others, instead of paying, were abandoned due to the fault of the Campania Region, which was then managed by the center-left group. Obviously we are talking about buildings that were not built in the red zone”. This idea was not one that emerged at the last minute: in June, the Council’s Environment Committee was tasked with examining a draft law, signed by deputy Imma Vieri, whose amendments had been photocopied. And there is a high probability that such modifications will end up in the table of so-called reported persons, whose numbers are much lower than the proposals contained in the folder kept at the commission: the overall share is actually around 400 (238 majorities), destined to fall even further.
Whether the new amnesty idea has the support of the government to be approved is what the opposition is loudly asking: “Does Meloni know? Do you think it’s the right amendment?”, asked the leader of the Dem group at the Palazzo Madama Francesco Boccia. “More than just an amendment, this looks to us like an election campaign promise: vote for us and we will reopen the development amnesty,” he said again from Naples. “We’re trading votes,” charged the leaders of the Democratic group on the House Finance Committee, Virginio Merola and Angelo Bonelli of the Avs.
An “ungodly” choice, said M5S senator Luigi Nave.
While waiting for the fight in the commission to come to a vote – which will not take place until December – all parties have meanwhile refined their proposals. The league confirmed its intention to recover revenue from increases in levies on banks and insurance companies, raising IRAP by two points or asking to use the ESM to finance health services. Forza Italia is not giving up on rentals and short-term business: the demand is to cancel the increase in the flat rate tax or eliminate the dividend rule. Among the hedges, the tax on gold remains. The FdI proposed canceling the extension of the tourist tax increase, but also the expected tax on non-EU packages. We Moderates want book bonuses and concessions on long-term rentals. Finally, there are proposals signed by the opposition which in total have deposited around 4 thousand amendments in office: only 16 are unitary, or nearly unitary. In fact, the agreement was signed between Pd-M5s-Avs-Iv (and PiùEuropa will be added to the Chamber) but the Action is not on appeal. There is a minimum wage, more funding for security by cutting resources allocated under the Italy-Albania agreement, restoration of choice for women and equal leave rights. And also a patrimonial agreement, signed only by the Green and Left Alliance.
Imu, news for the Municipality, possible assistance for beach houses. FI: reduction of property rented with a consortium
The Ministry of Economy has revised some Municipal regulations regarding IMU, opening up new possibilities for mayors who can provide lighter taxes, for example, “for those who own a house by the sea and may spend months there, without renting it out” or for houses that cannot be used.
The news that Messaggero anticipated was contained in the attachment to the decision signed by Deputy Minister Maurizio Leo, which was published in the Official Journal, Wednesday. The Department of Finance “has set some limits within which the Municipality can act and determines the standards that must be followed – maximum rates cannot be exceeded”.
For administration, the document will represent the network to be moved. On the one hand, this text reviews in a simpler way some of the cases that have been identified; on the other hand, this opens up the possibility for mayoral candidates to cut taxes on the condition of buildings and make room for local needs and conditions of taxpayers.
For beach homes, the key is in the rules set for “available” properties. The ministry’s indication of actually defining it as a non-local residence and not provided on loan, also suggests the possibility of setting a number of months in a year in which the property must be in this condition, thus allowing for diversification of rates.
The FI amendments also provide for an increase in the IMU reduction from 25 to 50% currently estimated for properties rented at agreed rental rates. This intervention aims to support the provision of rental accommodation at controlled rents, while encouraging the restoration and increase in the value of existing historic buildings.
In another proposed amendment, Forza Italia also asks to expand the application of the flat tax rate with a rate of 10% earmarked for rental contracts with agreed rents to the whole of Italy (and no longer just to cities with high housing tensions or in red zones). The cost is estimated at 30 million euros.

There is also a tax on “super assets” among the proposed amendments submitted to the Senate Budget Committee over the Avs’ maneuver. “We have submitted – underlines Tino Magni, group leader at the alliance commission – 533 amendments to the ugly budget maneuver. A counter-maneuver that focuses on health care, housing, jobs, transport, the environment and welfare for a different, fairer and supportive Italy”.
“After years of high inflation and low wages – he highlighted – we propose the sterilization of fiscal drains, tackling precarious work with the stabilization of precarious workers from research to justice, we establish a minimum wage, we propose a mechanism for wage indexation of employment, reduction of working hours and blocking of automatic adjustments to life expectancy”.
“In these years of crisis – he highlighted – there are people who have made enormous profits and it is right that they are now helping the country and for this reason we propose a solidarity contribution for the energy sector and another for the defense sector and remembering that 84% of Italians support the introduction of a tax on super assets, and believe that redistributing wealth is the right thing, Avs makes an extraordinary contribution to great wealth”.
“We cut spending on armaments and the Bridge in the Strait of Messina – explained Magni – and eliminated environmentally harmful subsidies (SAD) for energy efficiency interventions and to increase the National Fund for adaptation to climate change. And then we refinanced anti-violence centers and psychological bonuses, we proposed an environmental tax on ultra-fast fashion products, greater resources for rebuilding prisons and improving prison life, we increased the anti-poverty fund and asked for a reduction in the chicken coop class”, concluded Magni.
