According to a report, the coalition has achieved a breakthrough on the issue of citizens’ benefits: Based on this, all Ukrainian citizens who came to Germany after April 1, 2025 should be treated like asylum seekers in the future. An agreement was also reached regarding military service, and the first details leaked.
According to the “Bild” report, the agreement on citizens’ benefits has a concrete meaning: Ukrainian citizens who have come to Germany since April will no longer receive citizens’ benefits, but rather benefits based on the Asylum Seekers’ Benefits Act. Currently, around 30,000 to 40,000 people will be affected. According to analysis by the Federal Ministry of the Interior, a total of 1.292 million Ukrainian war refugees were in Germany in September 2025. In March the number reached 1.255 million.
According to the report, an agreement was reached between Minister of Social Affairs Bärbel Bas and Minister of the Interior Alexander Dobrindt.

Adjustments to citizenship benefits for Ukrainian citizens are one of the key points of the coalition agreement between the Union and the SPD. The current level of citizen’s allowance is 563 euros per month for single people. In addition, the state covers rent and heating costs. According to the Asylum Seekers’ Allowance Act, asylum seekers receive 180 euros plus accommodation and more.
On Wednesday evening, another important agreement was reached: As reported by some media, a compromise was also reached regarding conscription.
“Image” provides the first details. Therefore, all yearling males must undergo collection from mid-2027. If after that time there are insufficient volunteers, a lottery will be used to meet the necessary staffing requirements.
The parties will meet in a special meeting of parliamentary groups on Thursday morning, after which the results will be presented to the press.
