The new traffic regulations of the State of Mexico came into force on Tuesday. With this reform, flat-rate fines are eliminated and infringements will be applied based on the driver’s history in three categories: minimum, for those who have no pending sanctions or fines; medium, for those who have already committed two to three crimes; and maximum, when there are four or more unpaid infractions.

In this first phase of implementation only minimal sanctions will be applied to give the government time to create a database on fines committed. In the Official Government Gazette, a maximum time of one year has been established to develop the system and thus begin to apply medium and maximum category infringements.

In the case of vehicles with license plates outside the State of Mexico, traffic officers may retain the registration document, license or license plate as a measure to guarantee payment. The documents can be recovered at the Administrative Services closest to where they are stored.

Who can report violations?

According to the Highway Code of the State of Mexico, only women can apply fines. The officers of the Secretariat of State Security of Mexico (SSEM) are identifiable by their blue trousers and white shirt with orange badges, and they travel in mobile units with the same markings.

Discounts

The Ministry of Security and Finance has announced that a 50% discount will be applied to citizens who pay within 15 working days from the date of issue or notification of the fine.

How to pay?

According to information from the authorities, once the violation has been issued, traffic officers will give the citizen the original of the same to proceed with the payment, which can be made at the businesses authorized by the Ministry of Finance, which can be consulted on its portal, or on the page https://infracciones.ssedomex.gob.mx, already enabled but which so far has intermittent errors in data collection. It can also be made through electronic terminals, called Handheld, for payments with credit and debit cards.

Fines for invading the marked lane

In the Mexibús, a camera system will capture violations due to invasion of the marked lane and speeding in the adjacent lane. The notification will be made to the address of the person registered as owner in the corresponding public vehicle register.

Restrictions for motorcyclists

The use of motorcycles was limited only to adults with a certified license, and the use of helmets was defined as mandatory with a maximum validity of five years from its manufacture. Furthermore, the legislation prohibits the transport of minors who cannot be adequately restrained and objects that obstruct visibility.
