The 28-point “peace plan” negotiated by the United States and Russia elicited an immediate reaction from Europe. “We support a just and lasting peace but for any plan – said High Representative for Foreign Affairs Kaja Kallas – to succeed, Europe and Ukraine must be on board.” From Paris it was underlined that “peace cannot be a capitulation”. And Ukrainian media underlined that “US-Russian plans will not satisfy Kiev”.
