But apart from the most important Arab-Muslim countries (Qatar, Egypt, United Arab Emirates, Saudi Arabia, Indonesia, Pakistan, Jordan and Turkey), the Palestinian Authority is also pushing for the immediate adoption of the American resolution, thereby strengthening the chances of approval. In fact, it would be difficult for Moscow and Beijing to oppose a text supported by Palestine and the entire region, as well as by many European countries. As expected at the last minute, the resolution received a majority vote (at least 9 out of 15), with Russia and China abstaining. To facilitate Moscow and Beijing’s vote, the draft resolution was renegotiated. The text stated that Security Council member states could participate in the so-called Peace Council (which serves until 31 December 2027) and that “conditions may finally be ripe for a credible path to Palestinian self-determination and statehood”, once the Palestinian Authority has implemented its program of reform and Gaza reconstruction has made progress. For international stabilization forces, consisting of Muslim-majority countries, the task of ensuring the demilitarization process of Gaza, including disarmament and destruction of Hamas military infrastructure, still remains. Therefore, it is understandable that the harshest criticism comes from Hamas and Israel.

A group of Palestinian factions led by Hamas published a statement on Sunday opposing the resolution, calling it a dangerous step in implementing foreign surveillance in the region and arguing that the proposal benefits Israel’s interests. Additionally, any clauses relating to disarmament in Gaza or weakening “the Palestinian people’s right to resist” were rejected. Meanwhile, Prime Minister Benjamin Netanyahu, under pressure from his government’s right-wing ministers, reiterated that Israel remains opposed to a Palestinian state and has vowed to demilitarize Gaza “at all costs”. Meanwhile, Israel had to deal with protests against the evacuation of the illegal Tzur Misgavi outpost, in the West Bank: several Israeli police officers were injured in fierce clashes with settlers, dozens of whom tried to barricade themselves at the site by “attacking security forces by throwing stones and iron rods, as well as burning tires and vehicles.” Other clashes occurred in the village of Jaba’a, near Bethlehem, which caused fires in vehicles and houses.
