“We must invite citizens to take ownership of the future architecture of the Republic”

LThe current political situation is a historic opportunity to revise the basic rules of the Republic, namely the Constitution of 4 October 1958. In addition to responding to the current regime crisis, which questions the institutions of Government V.e Republic, the new Constitution can help relieve the structural tensions that exist throughout society, which is fragmented between communitarian tendencies, a refocus on identity and universalism, militant individualism and the need for authority, respect for those on the front lines and demands for public services for all.

Faced with these challenges, especially compounded by the new technological revolution, global warming and the destabilization of the multilateral world order inherited from the Second World War, the main political parties still seem fixated on the next presidential election, either willingly or unconsciously perpetuating the myth of man’s destiny.

From this point of view, jurists or political scientists cannot replace the French people in dictating the contents of this future Constitution; rather, our contribution can be to design and propose a roadmap that helps generate the legitimacy necessary for the formation of a new social contract.

To restore trust in public resdemocracy and politics, we must therefore focus on the process of developing this project and its allocation by all parties – which will ultimately contribute to increasing approval for its implementation.

Propose real decentralization

To draft this new Constitution, it would be wise to use a proven tool: a citizen’s convention. Thus, the constituent body can take the form of a “citizens’ convention” responsible for consolidating the work originating from the network of “regional citizens’ conventions”. Indeed, regions appear to be the most relevant sub-departmental level because they are closest to the daily needs of citizens, thus allowing the participation of as many people as possible; remember that these are the constituencies of departmental council members.
