The United States presented a draft plan to Ukraine, which specifically provided for Kyiv to cede the Donetsk and Luhansk regions, in the east of the country, to Moscow, to reduce the size of its army to 600,000 troops (compared to around 800,000 troops currently) and for Russia to rejoin the G8.
According to White House spokeswoman Karoline Leavitt, diplomatic envoy Steve Witkoff and US Secretary of State Marco Rubio are working together “secretly” on this plan for about a month. “President (Trump) supports this plan. This is a good plan for both Russia and Ukraine and we believe it is acceptable to both sides.”he argued Thursday. The proposal contains one line about “security guarantees” for Ukraine, without going into detail.
Volodymyr Zelensky, for his part, stated that he intended to discuss the plan with his American counterpart “in the next few days”. “Ukraine needs peace. (…) A dignified peace, so that conditions respect our independence, our sovereignty and the dignity of the Ukrainian people.”said the Ukrainian president in a message on social networks, after speaking with the Secretary of the United States Army, Daniel Driscoll.
Here are the 28 points of this plan, according to the draft text announced overnight from Thursday to Friday by the “Financial Times” and Agence France Presse (AFP), as translated by Agence France Presse:
1. Ukraine’s sovereignty will be confirmed.
2. A comprehensive non-aggression agreement will be agreed between Russia, Ukraine and Europe. Any ambiguities unresolved over the past thirty years will be considered resolved.
3. Russia is not expected to attack its neighboring countries and the North Atlantic Treaty Organization (NATO) will not expand further.
4. Dialogue will be held between Russia and NATO, under the mediation of the United States, to resolve all security-related issues and create conditions for de-escalation.
5. Ukraine will receive reliable security guarantees.
6. Ukraine’s armed forces will be limited to 600,000 troops.
7. Ukraine agreed to include in its Constitution that it would not join NATO, and NATO agreed to include in its constitution a provision stipulating that Ukraine would not integrate in the future.
8. NATO agrees not to station troops in Ukraine.
9. European fighter jets will be based in Poland.
10. The United States will receive compensation for the security guarantee. If Ukraine invades Russia, this guarantee will be lost. If Russia invades Ukraine, in addition to a coordinated and decisive military response, all global sanctions will be reinstated, new territorial recognition and all other benefits of this agreement will be revoked. If Ukraine launches missiles at Moscow or St. Petersburg without good reason, the security guarantee will be deemed null and void.
11. Ukraine is eligible for EU membership and would benefit from short-term preferential access to European markets while the issue is being considered.
12. A major global package of measures to rebuild Ukraine, including the creation of a development fund for Ukraine, the reconstruction of its gas infrastructure, the rehabilitation of war-affected areas, the construction of new infrastructure and the resumption of extraction of minerals and natural resources, are all accompanied by a special financing program developed by the World Bank.
13. Russia will be reintegrated into the global economy, with discussions planned on lifting sanctions, rejoining the G8 and finalizing a long-term economic cooperation agreement with the United States.
14. About $100 billion in frozen Russian assets will be invested in US-led projects to rebuild and invest in Ukraine, with the US receiving 50% of the profits from the initiatives. Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction. The frozen European funds will be unfrozen, and the remaining frozen Russian funds will be invested in a separate US-Russian investment vehicle.
15. A joint U.S.-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this Agreement.
16. Russia will implement a non-aggression policy towards Europe and Ukraine in law.
17. The United States and Russia will agree to extend the validity of non-proliferation and nuclear arms control agreements, including the START I treaty.
18. Ukraine agreed not to become a nuclear weapons state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
19. The Zaporizhia nuclear power plant will be commissioned under the supervision of the International Atomic Energy Agency (IAEA), and the electricity produced will be divided equally between Russia and Ukraine (50-50).
20. Both countries are committed to implementing educational programs in schools and communities aimed at increasing mutual understanding and tolerance.
21. Crimea, Luhansk and Donetsk will be territories recognized, including by the United States, as de facto Russian possessions. Kherson and Zaporizhia would be frozen along the current front line, which would mean de facto reconnaissance along this line. Russia will relinquish other territories it controls outside the five regions. Ukrainian troops will withdraw from areas of Donetsk Oblast they currently control, which will then be used to create a buffer zone.
22. After agreeing on future territorial arrangements, the Russian Federation and Ukraine pledged not to change these arrangements by force. No security guarantees apply in the event of a breach of this commitment.
23. Russia will not prevent Ukraine from using the Dnieper for commercial purposes, and an agreement will be reached on free grain transport across the Black Sea.
24. A humanitarian committee will be established to resolve issues related to prisoner exchanges, repatriation of bodies, return of hostages and civilian detainees, and family reunification programs will be implemented.
25. Ukraine will hold elections in a hundred days.
26. All parties involved in this conflict will be granted full amnesty for their actions during the war and undertake not to make any claims or consider any claims in the future.
27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by a “peace council,” chaired by President Donald J. Trump. Sanctions will be given if violations occur.
28. Once all parties accept this memorandum, the ceasefire will take effect immediately after both parties withdraw to the agreed point to begin implementation of the agreement.
