LThe negotiations were conducted in complete secrecy. For several weeks, the Trump administration and Russia have been developing a 28-point peace plan in Ukraine. But this may not please everyone, especially Volodymyr Zelensky: according to some sources, the text is oriented towards Russia.
Revealed in part by American media, the plan was drawn up jointly by Russian envoy Kirill Dmitriev, Donald Trump’s special envoy Steve Witkoff, Secretary of State Marco Rubio and the American president’s son-in-law Jared Kushner. Türkiye and Qatar will also participate in the development of the text. Although Volodymyr Zelensky’s national security adviser, Rustem Umerov, was sent to take part in the discussions, he denied having accepted the terms of the plan and said he was against it. He also stated that he had not received a written proposal from Steve Witkoff.
Ukrainian Concession
Some details of the plan were revealed by the Axios news site. The text states, among other things, that Moscow gained full control over Luhansk and Donetsk (in other words, Donbass). Although Ukraine still controls, for now, almost 15% of the territory. The Donbass region where Ukrainian troops will withdraw will be considered demilitarized and Russia will not be able to station troops there.
In addition, the United States and several other countries will recognize Crimea and Donbass as legitimate Russian territory. In contrast, in the Kherson and Zaporizhia regions, most of the current lines of control would be frozen and Russia would return certain areas subject to negotiations.
The plan drawn up by Washington and Moscow also envisages limiting the size of the Ukrainian army and its long-range weapons, in exchange for security guarantees. According to Financial Timesrevealing other details of the text, the demands require Kyiv to abandon key categories of weapons. Additionally, and most importantly, the agreement provides for the withdrawal of American military assistance critical to the country’s defense, which could leave the country vulnerable to future Russian aggression. No more foreign military forces are allowed on Ukrainian territory, and Kiev can no longer receive Western long-range weapons capable of reaching deep into Russian territory.
The “surrender” of Kyiv
The possibility of American security guarantees has not yet been determined in the event of new aggression by Russia. The text would also stipulate that Russian be recognized as the official state language of Ukraine, and would grant official status to local branches of the Russian Orthodox Church. Referring to this plan on Thursday, November 20, the French Minister of Europe and Foreign Affairs, Jean-Noël Barrot, underlined: “We want peace, the Ukrainian people want peace, a just peace that respects everyone’s sovereignty, a lasting peace that cannot be called into question by future aggression, but peace cannot consist of surrender.”
