What will the committee announced by Emmanuel Macron and Mahmoud Abbas be used for?

LePresident of the Palestinian Authority, Mahmoud Abbas, was received at the Élysée on Tuesday, November 11, a few weeks after Emmanuel Macron’s announcement, at the UN General Assembly, of France’s recognition of the State of Palestine. The two leaders announced the creation of a “consolidation committee for the State of Palestine” in the near future.

“This committee will be responsible for dealing with all legal, constitutional, institutional and organizational aspects,” said Emmanuel Macron after the meeting between the two men. This will contribute to efforts to develop a new Constitution. » An outline of other work awaiting this body was given by the President of the Republic: the holding of democratic elections, the lifting of compensation for the families of prisoners and the reform of Palestinian school textbooks.

This announcement follows the announcement, on 22 September, by Emmanuel Macron, at the UN General Assembly, of France’s recognition of the State of Palestine; Emmanuel Macron chose the path of peace, according to the Palestinian Authority, but went beyond international law, according to others. This announcement also comes after the arrest of one of the suspects in the attack on Rue des Rosiers on September 19 by the Palestinian Authority. This man, Mahmoud Abed Adra, known as “Hicham Harb”, aged 70, supposedly supervised the attack that left six people dead in 1982. Emmanuel Macron announced that “French and Palestinian services are working together to extradite this individual”.

President Abbas has promised that the meeting will be held a year after the start of Hamas’ disarmament phase. This is the second phase of Donald Trump’s peace plan which Israel and Hamas have signed. “Actors who do not renounce violence and do not adhere to the principles of the PLO (Palestine Liberation Organization) will not be able to take part in these elections,” Emmanuel Macron warned.

Revocation of the compensation system for prisoners’ families

President Abbas also confirmed to the Head of State “the withdrawal of the compensation system for the families of prisoners and the launch of an independent audit intended to prove this”. It is true that, until this year, the Palestinian Authority’s social security system provided benefits to the families of prisoners held by Israel and the families of Palestinians killed by Israeli soldiers. The Jewish State has long denounced this financial aid system as “incitement to terrorism.” Other countries, such as the United States and the Netherlands, have criticized this system.

Over the years, various observers around the world have reported that Palestinian school textbooks fuel hatred towards Jews and Israelis. Emmanuel Macron assured that France and the Palestinian Authority “will work together with all (their) partners and also maintain close relations with Unesco” to change the contents of the textbooks and bring them into line with Unesco standards.

Condemnation of Israel’s occupation of the West Bank

In his speech, Emmanuel Macron once again condemned the Israeli occupation, which “threatens the stability of the West Bank and is a violation of international law”. He warned that “partial or complete annexation projects, both legal and de facto, constitute a red line to which we will react strongly with our European partners if they are implemented”.
